City of Lebanon City Council met April 9. 

Here is the minutes as provided by the council:

The council met in regular session in the council chambers with Mayor Wilken presiding. The meeting was


called to order at 7:00 p.m.

Roll Call: Aldermen Almeter , Diliberto, Gale, Gerdes, Jenkins, Mack, Wright – present.

                Alderman – Bartholomew – absent.

Mayor Wilken led the council and assembly in the Pledge of Allegiance.

Aldermen Mack/Jenkins MOTIONED to approve the minutes of the previous meeting as presented.

Roll Call: Aldermen Almeter, Diliberto, Gale, Gerdes, Jenkins, Mack, Wright – 7 yeas.

                Alderman Bartholomew – absent. Motion carried. 7-0

Bills for the month of March were presented. Aldermen Jenkins/Diliberto MOTIONED to approve the bills

as presented.

Roll Call: Aldermen Almeter, Diliberto, Gale, Gerdes, Jenkins, Mack, Wright – 7 yeas.

                Alderman Bartholomew – absent. Motion carried. 7-0

Plan Commission Report – No report

Committee Reports:

Finance

     1. Finance Committee was moved to first position and Aldermen Jenkins/Diliberto MOTIONED that

         $5000.00 be withdrawn from Admin line item 01-11-820 and add $5000.00 to Admin line item

         01-11-519 to cover the cost of the computer upgrades in City Hall.

         Roll Call: Aldermen Almeter, Diliberto, Gale, Gerdes, Jenkins, Mack, Wright – 7 yeas.

                         Alderman Bartholomew – absent. MOTIONED carried. 7-0

     2. Discussion on city financial reports, such as, Treasurer reports and budget comparison analysis

         reports along with the availability for finance committee meeting each month.

Streets/Alleys – MEET April 16, 2018 at 7:00 p.m.

     1. McKendree University presented a letter for their commencement weekend. I contained info on the

         schedules and a request no parking. It was deemed that the mayor would convey to McKendree our

         concerns of the parking problems and request to control traffic direction around the campus.

          Aldermen Diliberto/Mack MOTIONED to have the Mayor communication to McKendree University by

         call and letter stating NO Parking both sides on Randle from Alton to Monroe and Horner from

         Randle to Center, also to restrict all parking on the west side of Staunton St. from College to

         Summerfield St.

         Roll Call: Aldermen Almeter, Diliberto, Gale, Gerdes, Jenkins, Mack, Wright – 7 yeas.

                         Alderman Bartholomew – absent. MOTIONED carried. 7-0

Ordinance – MEET April 16, 2018 at 7:00 p.m.

     1. Aldermen Gerdes/Diliberto MOTIONED to approve Ordinance 1421 “AN ORDINANCE ADOPTING A

        NEW CODE OF ORDINANCES FOR THE CITY OF LEBANON, ILLINOIS, AS ESTABLISHING PRIMA 

         FACIE THE MUNICIPAL LAWS OF THE CITY OF LEBANON, ILLINOIS, BUT NOT REPEALING OR 

        AMENDING ANY ORDINANCE NOW IN EFFECT, NOR ENACTING AS NEW LAW ANY MATTTER 

        CONTAINED IN THE NEW CODE OF ORDINANCES”

        Roll Call: Aldermen Almeter, Diliberto, Gale, Gerdes, Jenkins, Mack, Wright – 7 yeas.

                        Alderman Bartholomew – absent. MOTIONED carried. 7-0

     2. Aldermen Gerdes/Diliberto MOTIONED to approve the Option 2 for MY MUNICODE from MCC to

         do the WEB hosting thus allowing the mayor to sign the contract.

         Roll Call: Aldermen Almeter, Diliberto, Gale, Gerdes, Jenkins, Mack, Wright – 7 yeas.

                         Alderman Bartholomew – absent. MOTIONED carried. 7-0

     3. John Long is still working on the Commercial Inspections that the council decided to adopt.

         He will present one in the near future.

Water/Sewer – No Report

     1. Kevin stated that the Hunter St. lift station pump are old and take more/larger pumps as compared

         to the newer types.

     2. Mayor reported that the EPA gave its final approval of our requested loan

Cemetery – MEET April 16, 2018 at 7:00 p.m.

     1. It was reported that the new roof and gutters have been installed. Supt. Of Streets/Alleys will the

         summer help paint the building. Aldermen Wright is working on getting sign redone

Health/Safety – MEET April 16, 2018 at 7:00 p.m.

Public Property – MEET April 16, 2018 at 7:00 p.m.

Personnel

     1. Committee is meeting with a person from the Gateway Region YMCA Corporate Wellness Program.

         They are also going to send out surveys to the employees to see what types of programs are of

         interest.

     2. The discussion of the collectors pay is still on going.

     3. Council will go into Executive Session under OMA Section 2 (c) (1) to discuss 2 personnel issues and

         Section 2 (c) (2) to discuss collective bargaining issues.

Clerk

     1. The demolition of 124 W. St. Louis St. is moving right along and the “down” date is before the end of

         FY 2017-2018.

Treasurer

     1. Aldermen Jenkins/Wright MOTIONED to approve presented the budget for FY2018-2019.

         Roll Call: Aldermen Almeter, Diliberto, Gale, Gerdes, Jenkins, Mack, Wright – 7 yeas.

                         Alderman Bartholomew – absent. MOTIONED carried. 7-0

     2. Aldermen Diliberto/Gale MOTIONED to approve Ordinance 1422 “AN ORDINANCE ADOPTING THE

          BUDGET FOR FISCAL YEAR 2018-2019”

          Roll Call: Aldermen Almeter, Diliberto, Gale, Gerdes, Jenkins, Mack, Wright – 7 yeas.

                          Alderman Bartholomew – absent. MOTIONED carried. 7-0

     3. Aldermen Almeter/Diliberto MOTIONED to approve Ordinance 1423 “AUTHORIZING THE

        BORROWING OF MONEY FROM FIRST FEDERAL SAVINGS BANK MASCOUTAH, TO BE USED FOR

        PROMOTING ECONOMIC DEVELOPMENT WITHIN THE CITY OF LEBANON”

        Roll Call: Aldermen Almeter, Diliberto, Gale, Gerdes, Jenkins, Mack, Wright – 7 yeas.

                       Alderman Bartholomew – absent. MOTIONED carried. 7-0

     4. Paul reported that the city will probably owe Azavar another 31,000.00 for the quarter.

     5. Engineers are checking on how much more we will owe on the Alton St. and Schuetz St.

     6. Paul presented the idea of an addendum warrant to be used at the next full council to pay any bill

          that we may receive before the end of our fiscal year.

Mayor

     1. Presented for approval Ordinance 1424 “AN ORDINANCE AMENDING ORDINANCE NO. 1339

          ST. CLAIR COUNTY MIDAMERICA ENTERPRISE ZONE”

          Roll Call: Aldermen Almeter, Diliberto, Gale, Gerdes, Jenkins, Mack, Wright – 7 yeas.

                         Alderman Bartholomew – absent. MOTIONED carried. 7-0

     2. Mayor read a statement concerning his term as mayor. He has based his tenure beyond May 2019

         on whether the position of Director of Building Safety is filled. The council will now be required to

         analyze the monies situation and decide on an outcome.

Dept. Heads

     Chief – Reported that the report of a threat to our school system. The stated that he and the police

     department are taking these threats as serious and are handling the situation.

     Streets – McNeese reported about the water runoff problems in McKendree Park and are keeping a

     close eye on the water situation around town.

     Water– No Report

Aldermen Gale/ Diliberto MOTIONED Council to go into executive session at 9:00 under OMA Section 2 (c)

(1) to discuss 2 personnel issues and Section 2 (c) (2) to discuss collective bargaining issues.

                Alderman Bartholomew – absent. MOTIONED carried. 7-0

Closed Session

Regular session was reconvened at 9:49

Adjournment – with no further business to be conducted, Aldermen Gerdes/Wright moved to adjourn the

meeting. Hand vote to approve – 7 yeas, 1 absent. Motion carried. Meeting adjourned at 9:50 p.m.
