City of Belleville Traffic Committee met April 10. 

Here is the minutes as provided by the committee:

Alderman Ovian called the meeting to order at 8:00 am.

Alderman Ovian explained emergency procedures.

Minutes of March 13, 2018 approved as submitted.

Public Participation: None

Old Business:

E1. West Boulevard Traffic: Since the last Traffic Committee meeting, Ald. Phil Elmore stated there was a meeting between IDOT, Mayor Eckert, District 201 reps, County reps, Tim Gregowicz, Lt. Col. Spargur, Ald. Phil Elmore, etc. discussing the West Boulevard traffic and the safety issues. IDOT will add some striping and possibly signage with some additional studying & evaluating of the traffic along this area such as speeding issues, accidents, etc. IDOT is fearful of more rear-end accidents if a stop light was posted here than if it was not posted. Discussion ensued. IDOT will try to move quickly to put temporary speed indicators in this area and signage and meet back with everyone in a couple months. Discussion of parking lot exit concerns occurred regarding multiple vehicle exits. IDOT plans a traffic study for this area and wishes to meet again in June or July.

E2. “No Parking” Signs on Southside of West “E” St. from 6th St. to Catawba: Ald. Pusa stated that a “No Parking” sign was missing and needed to get replaced. There is one-hour parking across from St. Paul’s Home and then the next block is “No Parking”. There are no further parking problems here anymore and parking issues have been corrected per Ald. Pusa.

E3. Request for Parking on One Side of the Street Only off S. 12th St.: Ald. Pusa asked to table this because there is no one home when she tries to talk to any of the residents here. There are three (3) rental houses here and she is unsure if anyone would sign a petition. Ald. Ovian requested to take it off the agenda.

E4. “No Truck Traffic” Into Kil-Mar Woods Sign Request: Ald. Ovian stated that he and Tim Gregowicz met with Dennis Herzik of Caretis, in which he removed two of those blocks that prohibit people from pulling in to park in lot. It has been the Fed-Ex driver driving in to turn around, not UPS. This will allow the driver to pull in and exit the opposite side closest to Blessed Sacrament Church where there is an exit. Discussion ensued. Ald. Ovian requested to approve “No Truck Traffic” sign into Kil-Mar Woods, Ald. Anthony made a motion to approve, seconded by Ald. Pusa, all in favor ayed.

New Business:

F1. Request for “Loading Zone No Parking” Sign-1st Block of S. Jackson St. (East side) per Executive Order: Already done per Ald. Raffi Ovian, per Executive Order. The purpose of this request was to enable people to load and unload in this loading zone. Motion requested by Ald. Ovian to request & approve “Loading Zone No Parking” sign at this location, Ald. Pusa made a motion to approve, seconded by Ald. Tyler, all in favor ayed.

F2. Parade Traffic: Ald. Elmore witnessed some things happen at the recent St. Patrick’s Day Parade in which the parade started and cars (non-parade traffic) was still flowing heavily through area of Church and East Main Street. Residents were still unloading from their vehicles and frustrated people in cars having to stop because people were stopping to load and unload family members, coolers, etc. This activity was still going on as far as a block down and further (still around 10:15 a.m.) after the parade had started. Ald. Elmore feels this needs to be looked into further for future safety precautions. Stopping the traffic needs to be re-evaluated because this parade is getting bigger each year. Discussion ensued. More discussion needed regarding what can be done on the timing of street closures before the start of the parade. Ald. Ovian made a recommendation for Lt. Col. Spargur and Ald. Elmore to meet with Tim Gregowicz at some time to make a future plan to help the traffic move more easily, otherwise this can develop into a major traffic problem. Ald. Ovian requested to table it until next month’s meeting.

F3. No Parking on Union Ave. by the Edge: Ald. Pusa said that when they built the Edge, they were supposed to leave space for the trash trucks, fire trucks, etc. to turn around. There is a space, but the problem is that people are parking here per Ald. Pusa. She stated that the complaintant has requested “No Parking” signs to be posted on the fence so people and neighbors do not park here and that trucks have a place to turn around when needed. “No Parking” signs are not allowed to be on a private fence, but can be set on a post in front of the fence per Jason Poole. Ald. Pusa made a motion to approve “No Parking” sign to be posted in front of fence at dead end turn-about next to #303 Union Ave., Ald. Anthony seconded, all in favor ayed.

Miscellaneous/Aldermanic Discussion:

G1. Complaints of Parked Cars Along N. 37th St. to Summit Ave. from Spike’s Bar & Restaurant: Discussion of complaints from cars parked from the patrons of Spike’s Bar & Restaurant all along N. 37th St. down to Summit Avenue. Col. Sparger stated that the signage and ordinances from 1st block to Main in this alley do not match up from prior research. Discussion ensued. Discussion to correct the parking ordinances in two parts was made by Lt. Col. Spargur in which Ald. Elmore agreed. Ordinances to be corrected are: Ordinance #6351- The area of N. 37th St. (both sides) from W. Main St. to West “A” St. and Ordinance # 3295- N. 37th St. (West side) from Main St. to the alley north of Main St. Motion for these past ordinances from 1975 & 2001 to be corrected and clean up made by Ald. Elmore, seconded by Ald. Pusa, all in favor ayed.
