Alderman Ovian called the meeting to order at 8:00 am.

Alderman Ovian explained emergency procedures.

Minutes of February 13, 2018 approved as submitted.

Public Participation: Mrs. Marcie Gunter stated that she lives in the small neighborhood of Kilmar Woods Subdivision by the Kil-Mar building. The Kil-Mar building receives a sunstantial amount of deliveries here in which the delivery trucks turn around in their caldesac because it is convenient for them. This year alone, these delivery trucks have driven onto her property and damaged her grass and made ruts in her yard, in which she had pictures on her cell phone of the damages. She has talked to the other neighbors in this area and they all agreed it would be beneficial to have some signage deterring delivery trucks from turning around in this area/caldesac. She stated that it is a small street, badly worn, and getting a substantial amount of truck traffic here which is not helping the condition of the street. Also, Mrs. Gunter stated that there is no street marker sign “Kil-Mar Woods” upon entering from W. Main and requested a street marker to be posted here. Alderman Buettner stated that there is a speeding problem off S. 27th Street by Union School, especially between 2 – 2:30 p.m., when school is letting out, and 5-8:30 p.m. Monday through Thursday. Ald. Buettner also requested yellow markings to be painted on the curb at the 2000 block of West “A” Street to control parking within six (6) feet of the driveways. He stated there are also parking problems at 20th & West “A” St. in which people are parking in the intersections. He stated that we need an ordinance or the curbs painted here. Discussion ensued.

Old Business:

E1. West Boulevard Traffic: Tim Gregowicz stated that the Mayor’s office is trying to set a date, possibly around April 3rd or 4th , or whenever the Mayor is available to meet with IDOT, County, possibly Township, District 201, and the alderman of that ward to discuss West Boulevard traffic and the safety issues here. No dates have been verified as of yet and the Mayor’s office is currently working with everyone to set a date for everyone to meet.

E2. “No Parking” Signs on Southside of West “E” St. from 6th St. to Catawba: Ald. Pusa was not present to give information in regards to whether she has met with the landlords here. Alderman Ovian requested to table it until next month’s meeting.

New Business:

F1. “Request for Parking on One Side of the Street Only off S. 12th St.: Ald. Pusa was not present to give information in regards to whether she has met with the residents here. Ald. Ovian requested to table it until next month’s meeting.

F2. “No Parking” Sign Request for Gettysburg Rd.: Ald. Anthony stated there are always people parking on North side of the street, especially in the evening. There are nine (9) “No Parking” signs posted along this area. There are enough signs here and enforcement will serve as a deterrent. Ald. Ovian asked Lt. Col. Spargur if this area can be monitored here. Ald. Ovian requested to take this off the agenda and that it remain to be monitored on a routine basis.

F3. “No Truck Traffic” Into Kil-Mar Woods Sign Request: Ald. Ovian stated that they have heard Mrs. Gunter’s recommendations earlier in the meeting in regards to the problems with truck traffic in this area. Discussion ensued. Ald. Ovian stated that these trucks are having to pull into the rear of building to unload and then pull forward into Kil-Mar Woods to turn around. Discussion about possibly meeting with Mr. Lipwick of Caretis in regards to this issue in the future. Dean Hardt suggested a “No Outlet” sign be posted to deter the trucks from entering this area and turning around. Alderman Ovian and Tim Gregowicz will meet with Caritas and report back to committee.

G. Miscellaneous/Aldermanic Discussion:

Discussion of traffic being monitored from N. 98th St. to dead end of street. Ald. Ovian has not heard any further complaints from Scott Shaffer and traffic has slowed down in this area. Ald. Ovian requested that this be taken off the agenda.

Discussion of complaints from cars parked from the patrons of Spike’s Bar & Restaurant all along N. 37th St. down to Summit Avenue. Ald. Tyler discussed parking only on one side of street from West Main to Summit Ave. Patrons are no longer allowed to park by Krupp’s Florist or Reggie’s. Ald. Tyler has received numerous calls about people fighting at 3 a.m. in the morning and complaints of noise and litter here. He talked to the owner of the business and they try to pick up all the litter, etc. left from patrons at the close of business. The parking is just becoming a big problem here due to the booming business. A suggestion was brought up in meeting to possibly talk to the residents that live in this area about parking after 11 p.m. and getting their input. Discussion ensued. Ald. Ovian suggested that this issue needs to be looking into further and discussed again at next month’s meeting.
