A. Committee of the Whole Meeting Report for July 23, 2018.

a. Resolution, re: Finance Committee Bills be allowed and payment be made.

b. Resolution, re: The Alton Road Runners Club is sponsoring a Road Race in the City of

Alton and this Road Race will require to temporarily close portions of State Highways for such public purposes on November 24, 2018.

c. Resolution, re: John N. Frew and Erin C. Frew have requested to modify the terms of the Promissory Note and Second Mortgage previously approved by John N. Frew and Erin C. Frew with the City of Alton to secure a loan from the City of Alton.

d. Resolution, re: Givin’ It All for Guts desires to hold a special event on October 13, 2018, which event shall include the sale or distribution of alcoholic beverages and that the following special event be and is hereby approved pursuant to City of Alton Code

4-4-9 and a variance is hereby granted for sale and distribution of alcoholic liquors on public property.

e. Resolution, re: The Alton Amphitheater Commission desires to amend the code pertaining to the taxes levied on the tickets for events at the Alton Amphitheater and that the attached ordinance be considered.

f. Resolution, re: The Information Technology Director of the City of Alton, Illinois has recommended that the City of Alton enter into the attached Memorandum of Understanding between the Illinois State Police and Live Scan Fingerprint Vendor and that the Information Technology Director and appropriate city officials are authorized to execute on behalf of the City of Alton the attached Memorandum of Understanding between the Illinois State Police and Live Scan Fingerprint Vendor and that the Information Technology Director shall recommend to the City Council for approval any fees to be charged to persons desiring to use the services of the Information Technology

Department made available by the City of Information Technology Department pursuant to said Agreement which fee shall be established by ordinance.

g. Resolution, re: Webster Temple Church of God has requested, that Webster Street between Highland Avenue and Hampton Avenue be closed on July 27, 2018 to facilitate the Vacation Bible School Fun Day.

h. Resolution, re: The City of Alton desires to enter into a formal agreement with

Athletes in Action to lease the right-of-way adjacent to their property at 4425

Industrial Drive and that the Mayor and appropriate City officials to be designated by the Mayor are hereby authorized and directed to sign the attached Lease Agreement between the City of Alton and Athletes in Action.

a. Ordinance No. 7647. An Ordinance regulating parking on East Fourth Street between

d. Resolution, re: That a special use permit be granted on the property identified by permanent parcel numbers 23-2-08-06-15-402-002.001, 23-2-08-06-19-402-018, and 23-2-08-06-16-402-004, Section 3, Township 5 North, Range 9 West of the Third

Principal Meridian, also known as 2811, 2831, 2851 Homer M. Adams Parkway,

Alton, Illinois, to allow mini-warehouses and self-storage (NAICS Code 53113) and

Truck and Trailer sharing (Truck, Utility Trailer, and RV Rental and Leasing (NAICS

Code 532120 in a C-2 zoning district, Be And Hereby Is Approved, with the following restrictions: *Additional outdoor units will be located on the southern portion of the parking lot. *Display vehicles at the front of the lot near Homer M.Adams Parkway will not be of a permanent nature and these vehicles will be changed out periodically. *The operation of the businesses allowed by this special use permit shall be done in accordance with all applicable Federal, State, and local laws and in accordance with the standard operating practices of these types of businesses. *Failure to comply with the above restrictions and conditions may be interpreted as a failure to comply with the regulations and restrictions of the special use permit. If this occurs, the City of Alton may revoke the special use permit under the procedures outlined in Title 11, Chapter 11, Section 4 (B). (Plan Commission Recommends A Positive Vote)

e. Resolution, re: To add two additional NAICS Codes to the C-5 zoning district and the two additional codes are 424330 (Women’s, Children’s and Infant’s Clothing and Accessories Merchant Wholesalers) and 424340 (Footwear Merchant Wholesalers), Be And Hereby Is Approved. (Plan Commission Recommends A Positive Vote)

f. Resolution, re: For a text amendment to allow a sound studio (NAICS 512240) as a special use in the C-2 district, Be And Hereby Is Approved, with the following conditions: Motion picture and sound recording industries including only the following: *Motion picture and video production (uses within NAICS Code 51211)

g. Resolution, re: That a special use permit on the property identified by permanent parcel numbers 23-2-08-08-13-304-013 and 23-2-08-07-16-405-001, Section 7, Township 5

North, Range 9 West of the Third Principal Meridian, also known as 1320 Milton

Road, Alton, Illinois, for a sound recording studio. Be And Hereby Is Approved, with the following restrictions and conditions: 1. The owners of the special use permit awarded by this ordinance shall not cause any noise created by the uses allowed by this special use permit to be audible inside any adjoining structure or from the Street right-of-way. 2. The owners of the special use permit awarded by this ordinance shall not cause any vibrations created by uses allowed by this special use permit to be felt inside any adjoining structure or from the Street right-of-way. 3. The owners of the special use permit awarded by this ordinance shall not record any audio or visual activity allowed by the special use permit outside of the structure located on the subject parcel. 4. The owners of the special use permit awarded by this ordinance shall not cause any lighting from the uses allowed by this special use permit to be visible outside of the building. This restriction shall not apply to any signage normally within the C-2 (General Commercial District). This restriction also shall not prevent the owners of the special use permit from using existing lighting on the building.

h. Ordinance No. 7654. An Ordinance granting a Special Use Permit to allow a miniwarehouse and self storage at 2811, 2831, 2851 Homer Adams Parkway, Alton, Illinois. (Suspend Rules -  Adopt)

14. Approval Of Actions Taken Under Suspension Of Rules At Prior

a. Resolution, re: That officials of the Dept. of Development & Housing are hereby authorized to purchase property commonly known as 1110-1120 E. 7th St., with CBDG supplemental funds at a cost not to exceed $42,000.00.

b. Resolution, re: The Public Works Director has recommended the purchase of a John

Deere Utility Vehicle from WM. Nobbe and Company Inc. of Jerseyville, Illinois for the sum of $10,723.06, according to the specifications attached hereto and made a part hereof.

c. Resolution, re: That the City of Alton corporate authorities certify to the Madison County election officials, that the following referendum question be put before the voters of the Township of Alton at the next election to be held on November 6, 2018:

“Shall the Township of Alton cease”? The votes shall be recorded as “Yes” or “No”.
