City of Alton Committee of the Whole met July 23.

Here is the minutes provided by the Committee:

1. Call to Order.

2. Roll Call.

3. Audit of Accounts.

4. Resolution, re: The Alton Road Runners Club is sponsoring a Road Race in the City of

Alton and this Road Race will require to temporarily close portions of State Highways for such public purposes on November 24, 2018.

5. Resolution, re: John N. Frew and Erin C. Frew have requested to modify the terms of the Promissory Note and Second Mortgage previously approved by John N. Frew and Erin C. Frew with the City of Alton to secure a loan from the City of Alton.

6. Resolution, re: Givin’ It All for Guts desires to hold a special event on October 13, 2018, which event shall include the sale or distribution of alcoholic beverages and that the following special event be and is hereby approved pursuant to City of Alton Code 4-4-9 and a variance is hereby granted for sale and distribution of alcoholic liquors on public property.

7. Resolution, re: The Alton Amphitheater Commission desires to amend the code pertaining to the taxes levied on the tickets for events at the Alton Amphitheater and that the attached ordinance be considered.

8. Resolution, re: The Information Technology Director of the City of Alton, Illinois has recommended that the City of Alton enter into the attached Memorandum of

Understanding between the Illinois State Police and Live Scan Fingerprint Vendor and that the Information Technology Director and appropriate city officials are authorized to execute on behalf of the City of Alton the attached Memorandum of Understanding between the Illinois State Police and Live Scan Fingerprint Vendor and that the Information Technology Director shall recommend to the City Council for approval any fees to be charged to persons desiring to use the services of the Information Technology Department made available by the City of Information Technology Department pursuant to said Agreement which fee shall be established by ordinance.

9. Resolution, re: Webster Temple Church of God has requested, that Webster Street between Highland Avenue and Hampton Avenue be closed on July 27, 2018 to facilitate the Vacation Bible School Fun Day.

10. Resolution, re: The City of Alton desires to enter into a formal agreement with Athletes in Action to lease the right-of-way adjacent to their property at 4425 Industrial Drive and that the Mayor and appropriate City officials to be designated by the Mayor are hereby authorized and directed to sign the attached Lease Agreement between the City of Alton and Athletes in Action.
