City of Belleville City Council met July 30.

Here is the minutes provided by the Council:

Mayor Mark Eckert called this meeting to order.

Mayor Eckert explained the disaster procedures. Mayor Eckert reminded anyone speaking this evening to step up to a microphone because the meetings are being taped and posted the next day on the website.

Mayor Eckert requested City Clerk Meyer to call roll. Members present on roll call: Alderman Hazel, Alderman Kinsella, Alderman Buettner, Alderman Randle, Alderman Tyler, Alderman Anthony, Alderman Ovian, Alderwoman Schaefer, Alderman Dintelman, Alderman Gaa, Alderwoman Stiehl, Alderman Weygandt, Alderman Wigginton and Alderman Barfield.

Alderwoman Pusa and Alderman Elmore excused.

ROLL CALL DEPARTMENT HEADS

Roll Call Department Heads: City Clerk, Jennifer Gain Meyer, City Treasurer Hardt; Finance Director, Jamie Maitret; Director ofPublic Works, Jason Poole.

City Attorney Hoerner; Police Chief, Bill Clay; Fire Chief, Tom Pour City Engineer, Tim Gregowicz; Director of Maintenance, Ken Vaughn Human Resource Director, Sherry Favre; Director of Parks and Recreation, Debbie Belleville; Health and Housing Director, Bob Sabo; Director of Wastewater, Royce Carlisle; and Director of Economic Development, Annissa McCaskill and Director of Library, Leander Spearman are excused.

ORAL REPORTS

ADMINISTRATION

Alderman Wigginton made a motion seconded by Alderwoman Schaefer to approve a sanitation truck - Demonstrator Automated Side Loader 2014 Crane Carrier LET2 model with Dadee Scorpion 31 yard body in the amount of$187,000.00.

Alderman Ovian asked if the body will be able to sustain a better life; Jason Poole stated sanitation trucks are difficult. You pack 10- 13 tons everyday in the truck. The truck makes 400 stops per day and the compactor/cylinders are moving 300 times per day back and forth. The trash truck should be replaced every five years and not 10. Jason Poole cannot guarantee that the truck will last 10 years.

Alderman Wigginton stated the department is understaffed and the trucks are being held together with band- aids. If the sanitation department is to remain in business the city must give the personnel and equipment to do the job. When the city looks at the budget they pump a lot into the police and fire which the city should and they are the best south of Springfield.

The housing department is also running under staffed. Mayor Eckert stated the city knows it should be ordering two trucks every year; however, that is $540,000 for two every year..

Alderman Weygandt stated the trash fees must be raised. They need new trucks. This will be cheaper than contracting out. At 2/ 1 will be $45/ mo which will buy two trucks a year.

Mayor Eckert TIF 3 will be going away and that is where the equipment is purchased from. Alderman Buettner asked if this will be purchased from TIF 3; Mayor Eckert stated this will be purchased from TIF 3. Alderman Buettner asked about the delivery fee; Mayor Eckert stated the truck is located in Arizona. The truck will get new tires and they will trailer it for delivery.

Alderman Ovian stated there was an article in the Belleville News Democrat and the City of Belleville's fees are cheaper compared to the surrounding counties. The City can afford to raise our fees. Yard waste is high everywhere. The residents get yard waste, trash pickup and recycle.

Alderwoman Stiehl the department heads are accessible and the trash trucks have been welded which is now totally gone and compounds the problem with used trucks; however, she sees other companies with new trucks and it would be nice if the city can have some. Mayor Eckert stated the city bought two one year and one this year.

Director ofPublic Works, Jason Poole, advised this truck is a 2014 demonstrator truck which has not been used daily.

Alderman Dintelman made a motion seconded by Alderwoman Stiehl to adjourn at 6: 20 pm.
