Alton Amphitheater Commission met April 15. 

Here is the minutes as provided by the commission:

Chairman Stephan called the meeting to order at 4:30PM


Present: Robert Stephan, Michelle Brooks, Ruth Birmingham, Karen Baker- Brncic, Jay Hollinger, Dan Herkert

Absent: Brett Stawar

Guests: Debbie Paynik, Mike Paynik, Michael Haynes, Kirby Ontis, Duane Tolen

Motion made by Michelle Brooks, seconded by Karen Baker- Brncic, to approve the March 18, 2019 meeting minutes. Motion carried.

Robert Stephan states that Sponsor invoices have gone out.

Debbie and Mike Paynik are interested in holding a PRIDE event at the Amphitheater in late September or early October of 2020. Proceeds from this event will benefit Teen Suicide. The Commission is interested in this event. The Payniks were advised to fill out an application, and meetings to discuss will follow.

Duane Toolen of Distinguished Entertainment Group was referred to the Commission by Tammy Smith. He spoke of the events he has promoted, and expressed an interest in working with the Amphitheater Commission on diverse acts, including tribute bands. He will review the application and follow up with ideas/events.

Motion was made by Dan Herkert, seconded by Karen Baker-Brncic, to approve the International Sunday event, to be held Sunday, May 19, 2019. Motion carried.

Motion to deny the Flannery-Barzee wedding September, 14, 2019 made by Dan Herkert, seconded by Jay Hollinger (due to The Expo). Motion carried.

Motion made by Michelle Brooks, seconded by Ruth Birmingham, to add an event (BIG SMO) to follow Bikes & BBQ June 29, 2019. The Bikes & BBQ will be a free event. The 2nd event that day will be a ticketed event. Dan Herkert and Jay Hollinger to work on budget and details of event.

Discussion was held regarding ex-officio members. Motion was made by Robert Stephan, seconded by Karen Baker-Brncic, to add the City Comptroller (Kirby Ontis), the Parks Director (Michael Haynes), and the naming rights Sponsor (currently Liberty Bank). Motion carried.

Motion was made to appoint a Treasurer to the Commission by Michelle Brooks, seconded by Ruth Birmingham. Motion carried.

Motion to appoint Dan Herkert as Treasurer was made by Karen Baker - Brncic, seconded by Jay Hollinger. Motion carried.

Volunteer groups were discussed. Ruth Birmingham will present a list of volunteer groups to the Commission. She will then meet with the groups to discuss payment, number of volunteers, etc.

Motion made by Karen Baker-Brncic, seconded by Ruth Birmingham, to approve auto-pay by the Comptroller’s Office of all event expenses not paid in the Evntiv wire transfers, as long as they are budgeted and approved either by Robert Stephan or Dan Herkert. Motion carried,

Motion made by Jay Hollinger, seconded by Dan Herkert, to approve autopay by the Comptroller’s Office of Evntiv wire transfers up to $200,000.00, as long as they are budgeted and approved by either Robert Stephan or Dan Herkert. Motion carried.

The nest meeting will be held May 20, 2019 in the lunchroom at City Hall at 4:20 PM
