Q2 2018 Recap: Parolees in East Saint Louis convicted of financial crimes or fraud

There were two offenders convicted of financial crimes or fraud released on parole in East Saint Louis during the second quarter, according to Illinois Department of Corrections data obtained by the Metro East Sun.

The data shows that a man and woman were released in East Saint Louis. The younger parolee was a 40-year-old woman sentenced in 2018. The other was a 45-year-old man sentenced in 2016.

The offender who was incarcerated the longest was Clarence Lucas. He was convicted of a financial crime or fraud in 2016 when he was 42 years old. He is now 45.

Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.

The table below shows the 50 cities in Illinois with the most paroled offenders in Q2 2018 who were convicted of financial crimes or fraud.
