The data shows that the 12 released offenders living in the East Saint Louis zip code were men. The median age of the parolees was 39. The youngest parolee was a 22-year-old man convicted of a crime against a person in 2017, and the oldest was a 56-year-old man convicted of a property crime in 2016.
The offender who had been incarcerated the longest was Terrance Moore. He was convicted of homicide in 1996, when he was 31 years old. He is now 54.
Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.
