Cahokia Community Unit School District 187 Board of Education Finance Committee met June 10.

The Finance Committee Meeting was called to order at 5:00 p.m. by Committee Chair Wynn.

PRESENT: Clark-King, Wynn

ABSENT: Jackson

Also Present: Board Member Stringfellow;

Tanya Mitchell, Interim Superintendent; Arnett Harvey, Chief Financial Officer; Stephanie Scurlark-Belt, Director of Non-Certified Personnel; Cheri Pombert, Asst. to the CFO; Ciara Corley, Accounts Payable; Michael Wagner w/ Clayborne, Sabo & Wagner

REVIEWIAPPROVE MINUTES 

Motion made by CLARK-KING, seconded by WYNN, to approve the minutes from the committee meeting held on May 6, 2019. Motion carried by the following vote:

AYES: Clark-King, Wynn

NAYS: None

ABSENT: Jackson

MONTHLY BILLS

There were no questions pertaining to the monthly bills.

REVIEW REVISED 2018-2019 BUDGET 

Mr. Harvey presented the revised 2018-2019 budget. He reported on the fund balances, working cash, and the evidence based reporting by building. The district's actual estimated fund balances are in the positive and no state report needed. The senator has approved a new state funding plan, but amounts received are unknown at this time. 

-Thomas R. Ysursa, legal counsel, entered during this discussion at 5:04 p.m. 

- Tiffany Pearce, accounts payable, entered during this discussion at 5:09 p.m.

He elaborated that there would be no increase to administrative costs from the previous year. The committee had no questions regarding the budget revision. Final figures will be presented after the audit.

-Board Member Duncan entered the meeting at 5:15 p.m.

DISCUSS NATCON MEMBERSHIP WITH NSBA 

Mrs. Mitchell informed the committee that with the district's enrollment, the yearly cost for membership with the National School Board Association would be $4, 165, however we will receive a discount the first year. The first year's total will be $3,330. The membership will provide the board members with advanced registration to the yearly conference, reduced rates, and updates on information and methods used throughout the country to benefit the district.

NURSE STAFFING/COMPLIANCE AND BUDGET 

Mrs. Scurlark-Belt reported that she has been researching salary levels at local school districts and feels the nurse salary schedule needs to be increased to be competitive. She also recommended hiring a certified head nurse to be in compliance with state guidelines. Approximate overall cost to the district should be $150,000. Discussions will be held with the union. -Board Member Powell entered the meeting during this discussion at 5:28 p.m. Motion made by CLARK-KING, seconded by WYNN, and unanimously passed to recommend updating the nurse salary schedule to the board.

-Mrs. Scurlark-Belt, Ms. Corley, Ms. Pombert, and Ms. Pearce left the meeting at 5:31 p.m.

REVIEW 2019-2020 ADMINISTRATIVE CONTRACTS 

The district hierarchy chart was outlined, and by use of the promethean board, Mr. Harvey reviewed administrative and staff contracts for the 2019-2020 school year.

ADJOURNMENT Motion made by CLARK-KING, seconded by WYNN, to adjourn the meeting at 5:40 p.m. Motion carried by the following vote:

AYES: Clark-King, Wynn

NAYS: None

ABSENT: Jackson
