City of Fairview Heights City Council met Sept. 3.

The regular meeting of the Fairview Heights City Council was called to order at 7:00 P.M. by Mayor Mark Kupsky in the Municipal Complex, 10025 Bunkum Road, Fairview Heights, IL with the Pledge of Allegiance and Invocation by City Clerk Karen J. Kaufhold.
ROLL CALL
Roll call of Aldermen present: Bill Poletti, Denise Williams, Pat Baeske, Brenda Wagner, Pat Peck, Anthony LeFlore and Ryan Vickers. Aldermen Frank Menn, Joshua Frawley and Harry Zimmerman were absent. Mayor Mark Kupsky, City Clerk Karen J. Kaufhold and Attorney Andrew Hoerner were also present.
PUBLIC PARTICIPATION
None.
CONSENT AGENDA
Alderman Poletti moved to approve the August 20th City Council Minutes and the Finance Director's Report. Seconded by Alderman Williams. Motion carried.
COMMITTEE REPORTS
Mayor Kupsky announced the Operations Committee meeting will be held on September 4th, 7:00 P.M.
COMMUNICATIONS FROM THE MAYOR
Mayor Kupsky stated that both the Wing Fest and the Fishing Rodeo had a great turn out; Mayor announced the City will be hosting an Open House on September 14th from 12:00 P.M. to 4:00 P.M.; Mayor also stated that the time capsule will be buried the same day in front of City Hall.
COMMUNICATIONS FROM ELECTED OFFICIALS
Alderman Wagner stated that the Midwest Salute to the Arts new layout worked well.
UNFINISHED BUSINESS
Proposed Ordinance No. 10-'19, an Ordinance establishing a Property Assessed Clean Energy (PACE) Area and establishing a PACE Program to finance or refinance construction and installation of energy projects, and other matters related thereto.
UNFINISHED BUSINESS - Proposed Ordinance No. 10-19 - continued
Roll call on Proposed Ordinance No. 10-'19 showed Aldermen Poletti, Williams, Baeske, Wagner, Peck, LeFlore and Vickers voting "Yea." Aldermen Menn, Frawley and Zimmerman were absent. Proposed Ordinance No. 10-'19 passed on 7 yeas and 3 absent. Proposed Ordinance No. 10-'19 now becomes ORDINANCE NO. 1846-2019.

Proposed Ordinance No. 11-'19 passed on 7 yeas and 3 absent. Proposed Ordinance No. 11-19 now becomes ORDINANCE NO. 1847-2019.
NEW BUSINESS
Alderman Poletti moved to go into Executive Session pursuant to 5 ILCS 120/2 (c) (5) - Purchase of Property. Seconded by Alderman Baeske.
Mayor Kupsky adjourned the City Council at 7:09 P.M.
Mayor Kupsky reconvened regular session at 7:22 P.M.
Roll call of Aldermen present showed Aldermen Poletti, Williams, Baeske, Wagner, Peck, LeFlore and Vickers. Aldermen Menn, Frawley and Zimmerman were absent. Mayor Kupsky, City Clerk Kaufhold and Attorney Andrew Hoerner were also present.
Alderman Peck moved to adjourn. Seconded by Alderman Poletti. Motion carried.
Meeting adjourned at 7:23 P.M.
