Village of Fairmont City President and Board of Trustees met Oct. 16.

The meeting began with an opening prayer and pledge of allegiance.
President Michael Suarez called the meeting to order.
Clerk Richard Ramirez recorded attendance. The following were in attendance:

Treasurer's Report
Treasurer Mena presented the financial report for the month of September with a brief explanation.
Treasurer Mena asked the board to consider purchase of a used van in good condition in the amount of $3,800.00. The treasurer reported he discovered unclaimed property through the State of Illinois from Charter Communications in the amount of $3,600.00 which he would apply to the purchase.

Clerk Ramirez presented Ordinance No. 746, Ordinance Authorizing the Execution of the RMA Minimum/Maximum Contribution Agreement. Treasurer Mena reported the ordinance is
required to renew the village annual insurance agreement with the Illinois Municipal League
Risk Management Association.

The clerk presented Ordinance No. 747 An Ordinance to Authorize the Operation of Qualified Golf Ca s and Utility-Task Vehicles on Streets Under the Jurisdiction and Regulation of The Village of Fairmont City, St. Clair County, Illinois. There was a brief discussion regarding terms and conditions. Administrator Penny will be establishing a check list for inspection of the vehicles for approval at another meeting.

Report of Police Chief/ Administrator
Chief Penny reported, a er receiving a complaint from the resident at 3001 N 60th Street regarding a large oak tree on city property threating his house, he has received some bid information. Jays Tree Service in Caseyville provided 3 proposals: $3,500 to cut down the tree and an additional $400 to grind the stump; $1,500 and $2,000 to trim and round it o. After a brief discussion it was agreed to trim and round o the tree as it is in good health and esthetic.

Chief Penny reported someone drove through a village lot where remediation was taking place on 45th Street. The sod was damaged in the amount of $2,000.00 and it was suspected one of the neighbors may be at fault. The village acquired this property last year and one of the neighbor's still has belongings on it. The chief issued a written notice that the belongings be removed or the village would remove them.

Repo of Fire Chief
Retired Fire Chief and Trustee Robe Belba repo ed in Fire Chief Allen's absence.
The open house held on Wednesday, October 9, 2019 was a huge success with over 250 adults and children in attendance.
The fire department has received a $1,000 grant from the Illinois American Water Company. As discussed at a previous meeting the chief will be buying a discharge valve in the amount of $1.400 and the village will be making up the difference. Mr. Belba received the award in Chief Allen's absence.
Mayor Suarez asked what the fire department had planned for a Halloween give away.
Mr. Belba repo ed glow sticks have been the tradition for awhile now.
The motion was made by Raul Munoz and seconded by Guadalupe Hernandez to approve the expense of glow sticks as the fire department Halloween give away not to exceed $1,000.00. Report of the Public Works Director
Director Juenger reported the area surrounding the gazebo is in need of some serious cleaning up and asked for suggestions. Mulch and rock were discussed. A resident in attendance suggested to contact a company called GrassWorxs AstroTurf out of Maryland Heights Missouri. Sally Rodriguez is familiar with the company. The owner is a friend of the resident and agreed to help out. Those present were very receptive and Director Juenger will get some measurements.

Economic/Finance, Development, Planning, and Tourism - Chair - Michael Fiudo
Trustee Fiudo reported a finance committee meeting was held prior to tonight's board meeting. The meeting was in regard to the Police Department purchasing new cars. The Finance Chair repo ed Chief Penny asked for 2, 2020 Ford Interceptors at a base price of $40,305. A camera will be need for one of the cars in the amount of $6,080. The department attempted to locate 2019 models but non were available on the State Bid List. One of the cars being traded in has a camera that will be installed in the new car. Funds are available for the purchase out of the TIF accounts and the Vehicle Fund.

Streets, Sewers, Grounds, Building & Parks - David Suarez
Trustee David Suarez suggested getting the fire department to lead a volunteer e ort to put Christmas Lights on the Rose Lake Park Gazebo. There was a discussion regarding providing lunch and opening it up to any resident who might want to help. The street department would be on hand with their experience. No date was set but it was agreed the idea would be good for the community.
President's Report
The mayor repo ed the St. Clair County Parks and Recreation Grant Application is available. The grant is for equipment this year in the amount of $25,000. The mayor has talked with the public works director. The street department is need of lawn mowers..
The mayor would like to have a clean up prior to the gazebo lighting. This time he would like to have it last all week. He will be trying to get county dumpsters and bring county workers to help out on October 28, 2019 through November 1st, 2019.
Mayor Suarez report the F.O.P/P.A.L. will be hosting a Hockey Clinic on November 9, 2019 from 9am to 4pm at Holy Rosary. It was a lot of fun last year and is hopeful for a good turn out and better weather. Last year was hot.
