City of Edwardsville Board of Fire & Police Commissioners met Nov. 5.

Here is the minutes provided by the board:

A Regular Meeting of the Board of Fire & Police Commissioners was called to order at 5:00 p.m. in the Governor Ford Conference Room at the Edwardsville City Hall with Chairman John W. McCracken presiding.

Commissioners Attending: John W. McCracken, Andrew K. Carruthers, Mary Ann Harris, Roger L. Huber and Jean Hughes Also Attending: Police Chief Jay Keeven; Fire Chief Rick Welle; City Attorney Jeff Berkbigler, City Administrator, Kevin Head; HR Director Amanda Tucker and EPD Detective Matt Evers

Public Comment: No individual was present to make comment.

Approval of Prior Minutes: Commissioner Carruthers made a Motion to approve the Minutes of the meeting convened October 1, 2019, which was seconded by Commissioner Harris. Motion carried.

Fire Department:

On a Motion by Commissioner Huber, seconded by Commissioner Harris, a Preliminary Hiring Eligibility List comprised of possibly some twenty (20) Applicants for the rank of Probationary Firefighter-EMT from the Written Eligibility Testing was approved to be developed prior to Oral Interviews to be conducted on December 3 and 4. A "Ladder Climb Exercise" (weather permitting) will be conducted at 1500 at the Public Safety Building for applicants prior to Oral Interviews on each day. A pool of Final Qualified Applicants need to be approved; so that a selected individual can be hired in time to attend the Illinois Fire Service Academy in March 2020. Motion carried.

A Special Meeting will be convened at 5:00 pm at City Hall on November 21, 2019 to review the Preliminary List of Applicants for Probationary Firefighter-EMT to determine the number of individuals to be orally interviewed on either December 3 or 4; as well as, to review and select a list of examination questions.

Police Department:

Chief Keeven announced that arrangements have now been concluded with officials at the Police Academy at S.W.I.C. to conduct the P.O.W.E.R. Test on a monthly basis. An applicant that is interested in testing for a particular police department could appear for Physical Agility Testing at S.W.I.C. to obtain evidence of successfully passing that phase of testing.

A recent vacancy with the Edwardsville Police Department resulted to in the tender of a "Conditional Offer of Employment" to the next Ranked (#4) Lateral Candidate, Jeremy Ford. Subsequent to the review of this particular candidate's background investigation reported by the Edwardsville Police Department and our City's Human Resources Department, Commissioner Carruthers made a Motion with a second by Commissioner McCracken, to "withdraw" the Conditional Offer of Employment and "reject" his application for Lateral Employment. Motion carried.

Administrative:

Since the Lateral Entry Applicant List has now been depleted, HR Department Head, Amanda Tucker has been requested to begin working with the EPD to begin work on re-advertising for eligible, qualified applicants.
