City of Granite City Board of Appeals met Nov. 7.

Here is the agenda provided by the board:

Acting Chairman Kitty Reither called the meeting to Order at 5:00 PM.

WELCOME

The Acting Chairman Kitty Reither welcomed everyone and began the meeting by requesting Roll Call.

ROLL CALL

Members Present: Kitty Reither, Barbara Hawkins, David Czerny, Gloria Rains, Sharon Aleksandrian and Leroy Taylor. Excused Absent: Sam Akeman.

Also present: Zoning Administrator Steve Willaredt, Asst. City Attorney Derek Filcoff, Alderman Bob Pickerell, Alderman Dan McDowell, and Alderman Tim Elliott.

COMMENTS/SWEAR IN

The Chair explained to the Petitioners the Board of Appeals is a recommending body to the City Council and the Council will have the final determination at their next regularly scheduled meeting to be held on November 19, 2019. The Petitioners were asked to stand and they were sworn in.

MINUTES / AGENDA

A motion to approve the Minutes from the previous meeting held July 10, 2019 and this evening’s Agenda was made by David Czerny and seconded by Barb Hawkins. All in favor. Motion carried.

PETITIONER:

(1) John Barham

2200 Iowa St

John Barham and his daughter Tracy Barham addressed the Board of Appeals regarding the request, to place a fence on the front property line of the apartment building at 2200 Iowa St.

Kitty Reither ask them about the plans for a front property line fence and what size of fence.

Mr. Barham responded that he would like to place a 48” chain link fence for the safety of the tenants of the property. Things are being stolen from porches and pedestrian traffic through the front yards, has become an issue. He stated that they have security cameras and that the wires have been cut and cameras have been broken in the tenant parking lot. Non-tenants are using the parking lot for suspicious reasons.

LeRoy Taylor asked if it would leave room for emergency vehicles and Mr. Barham explained that the garbage truck gets in there to empty the dumpster, so he doesn’t think that there is going to be a problem.

Kitty Reither asked about gates. Mr. Barham explained that he would install 3-36” gates across the front and 1 gate on the side by parking lot.

Alderman Dan McDowell asked Mr. Barham if he would consider a decorative style fence. Mr. Barham said that he would consider, but that he planned to do landscaping to make the fence line look nice. He explained that he always keeps his property looking nice.

Alderman Bob Pickerell questioned the front yard fence, stating he has had several people in his ward ask about them and they were told no.

Steve Willaredt advised everyone that they would need to bring before the BOA. Each request is a case by case basis.

MOTION By Leroy Taylor, second by Gloria Rains to approve the request for a variance to allow fence to be placed on front property line at 2200 Iowa St. Motion Carried.

Terry Long addressed the Board of Appeals regarding a variance to allow front set back, to extend front porch at 2539 Iowa St.

Steve Willaredt advised the Board of Appeals that code requires a 20 foot setback. Mr. Long is asking for a 4 foot variance.

Barb Hawkins asked if he would be doing the work himself. Mr. Long answered yes.

Kitty Reither if doing this would make his porch come out further that everyone else. Mr. Long stated that a couple other homes down the street have extended porches.

Derek Filcoff showed everyone photos of other homes on the block.

Barb Hawkins asked if the driveway in the photos belonged to him and Mr. Long said that it was his neighbors.

MOTION By David Czerny, second by Sharon Aleksandrian to approve the request for a 4 foot variance to extend front porch at 2259 Iowa St. Motion carried.

Terry Long addressed the Board of Appeals regarding a variance to allow front set back, to extend front porch at 2539 Iowa St.

Steve Willaredt advised the Board of Appeals that code requires a 20 foot setback. Mr. Long is asking for a 4 foot variance.

Barb Hawkins asked if he would be doing the work himself. Mr. Long answered yes.
