City of Lebanon City Council met March 30.

Here is the agenda provided by the council:

The Council met in a Special meeting in electronic session with Mayor Wilken presiding.

The meeting was called to order at 7:00 p.m. with the Pledge of Allegiance being suspended.

Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty and Wright – present. Aldermen Zurliene – absent

Aldermen Witty/Gale MOTIONED to approve the agenda as presented.

Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty and Wright – 7 yeas.

MOTION carried. 7-0

Aldermen Witt/Fero MOTIONED to approve the consent agenda as presented.

Streets/Alleys – MEET April 6, 2020 at 7:00 p.m.

1. Council discussed AN ORDINANCE RELATED TO THE EMERGENCY CREATED BY

THE IMPACT OF THE COVID-19 VIRUS and the impact of such ordinance on the daily running of the city. Aldermen Fero/Witty MOTIONED to approve the ordinance as presented. Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty and Wright – 7 yeas.

MOTION carried. 7-0 Water/Sewer – MEET April 20, 2020 at 7:00 p.m. Cemetery – MEET April 6, 2020 at 7:00 p.m. Health/Safety – MEET April 20, 2020 at 7:00 p.m. Public Property – MEET April 6, 2020 at 7:00 p.m. Personnel – MEET April 20, 2020 at 7:00 p.m.

1. AFSME contract needs to be renegotiated.

Clerk –

1. It was present as a recommendation from the Administrative office for a plan to address the lack of protection for employees. Alderman Gale said that he would forward to the mayor a plan which has been used in other facilities.

Treasurer –

1. Aldermen Jenkins/Fero MOTIONED to approve for the FY20-21 Budget Public Notice to be advertised in the Lebanon Advertiser and to post on the window of city hall.

Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty and Wright – 7 yeas. MOTION carried. 7-0

Mayor –

1. The recodification of Chapter 36 in Code of Ordinances has been table and will be place on the next council meeting. $5,000.00 has been placed into the FY2-21 Budget for this purpose.

2. The council discussed the offer from an individual to purchase lot at 108 W St. Louis St. Aldermen Fero/Gales MOTIONED that the city accepts the donation of the property once the person owns it and we’ll discuss any future use of that land once it is donated.

Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty and Wright – 7 yeas.

MOTION carried. 7-0

The mayor said he will contact the person immediately to get this going.

Dept. Heads CHIEF –

1. Chief reinforced the governors orders for all Non-essential business to close. He issued a warning that there could be consequences from losing license, to penalties from the Department of Commerce but also from the States Attorney’s Office.

2. Governor and State Police are wanting voluntary compliance through April 7th. Chief stressed that he wouldn’t be surprised if it is extended.

3. Because of high volume and failure of complying with the 6 ft distancing request the basketball hoops at the parks had to be removed. It was not because of any misdoings. 3. Alderman Gale asked how everyone working for city is handling the situation. The Chief said the officers are handling it. The Clerk said that City Hal is taking this very serious as there are employees that have “High Risk” people in the families.

4. The Chief wanted to thank the public that have made masks for the police department.

STREETS –

1. The culvert at Hwy 4 and Union St is scheduled to go in ASAP and the road between the Mexican restaurant and the IGA will be in and ready to go with the store hoping to have a soft opening sometime around the 15th. WATER –

BUILDING/CODE –

1. The city occupancy inspections are being evaluated on a case per case basis.

2. There are questions asked to each applicant and if there are any answers that are questionable then the inspection will not occur.

3. Whether or not inspections are scheduled will be decided by the Building Official.

ACCOUNTANT –

Audience – (All comments or questions submitted at clerk@lebanonil.org will be presented) 1. Request for the removal of a dead tree at the corner of E. McAlister and S Herman.

This will be forwarded to the Superintendent of Streets for consideration to place on the priority removal list.

2. Concern about the two properties at the corner of E McAllister and S Herman being used for storage purposes was submitted. It has been determined that the properties in question are both in a C-1 district and it has been determined there has been no violations.

Unfinished Business

1. There was no update concerning the forming of a committee to make suggestions to Chapter 36 of the Code of Ordinances.

2. There has been no movement on the letter to McKendree concerning no parking on cemetery property near the north property lines.

3. Alderman Johnson will contact the Grant program in relationship of the time process on requalifying for the grants for sidewalks southeast section of town. Superintendent Zimmerman entered that the surveys can be sent to the residences to requalify the grant program.

4. City Hall is waiting on information from the Street/Alley Dept on the Dental and Vision Insurance participation numbers.

New Business –

1. Alderman Gale brought up the concerns expressed by Alderman Zurliene about how many accessible avenues are required when using electronic meetings. The Governor’s repeal of the OMA section about electronic meetings suggests that the city has to be able to participate in that process in a feasible manner.

2. There was a request to look into the possibility of finding an area to place banners representing the graduating class of 2020 since “their senior year” has been ruined.

The Clerk expressed that it was a nice idea and will look into it how many places are vacant and how many are needed.

Adjournment – with no further business to be conducted, Aldermen Gale/Wright MOTIONED to adjourn the meeting.

Alderman Witty – absent
