Alton Historical Commission met Feb. 4.

Here is the minutes provided by the commission:

MEMBERS PRESENT: Deanna Barnes, Monica Mason, Diane Plummer, Charlene Walker, Mary Anderson-Kellum

MEMBERS NOT PRESENT: Doug Bader, Chase Green

OTHERS PRESENT: Jonas Janek, Jay Rowden, Earnest Riggins, Paul Hellrung, Kevin Grove – Secretary

The meeting of the Alton Historic Commission was called to order by Chairwoman Monica Mason at 8:00 a.m. on February 4, 2020.

Diane Plummer made the motion to approve last meeting’s minutes with no changes. Charlene Walker seconded the motion. Motion passed unanimously.

APPLICATIONS: Jonas Janek presented the application for 1129 State St. The front porch was damaged in a storm and he is rebuilding it. The porch will have the same footprint but he would like to make the stairs face outward instead of to the side like it currently does. He found limestone footings that suggest the stairs originally faced straight out. He will also be replacing the columns and roof of the porch.

Diane Plummer made the motion to approve the application. Charlene Walker seconded the motion. Motion passed unanimously.

Jay Rowden presented the application for 1224 Henry St. He is replacing two windows in the back of the house. He will be replacing the existing windows with vinyl windows of the same size.

Mary Anderson-Kellum made the motion to approve the application. Charlene Walker seconded the motion. Motion passed unanimously.

Earnest Riggins presented the application for 412 Langdon St. He is replacing the original windows and would like to remove the muttins and replace them with single pane glass. A discussion was held about how important the current windows are to the architectural and historical integrity of the home. The commission would like him to restore the original windows instead of replacing them. Earnest Riggins was commended for all the work he has done to restore this house so far.

Diane Plummer made the motion to deny the application. Charlene Walker seconded the motion. Motion denied unanimously.

Paul Hellrung presented the application for 638 E 4th St. He is replacing all the windows with vinyl double hung windows. He will not be replacing the windows in the peak of the house. The windows will be the same size as the existing ones.

Charlene Walker made the motion to approve the application. Mary Anderson-Kellum seconded the motion. Motion passed unanimously.

AMENDED HISTORICAL COMMISSION ORDINANCE: The discussion was tabled until Chairman Doug Bader returns.

OTHER BUSINESS: There was a discussion about how to decide if an owner should replace or restore windows in their house. Window restoring workshops and products were also discussed.

There being no further discussion or comment from the public, the meeting was adjourned at 8:48 a.m.
