City of Edwardsville Administrative and Community Services Committee met April 2.

1. Approval of minutes from the March 12, 2020 ACS meeting – Motion to approve (Morrison), seconded (Krause) and voted all ayes to forward to Council.

3. Council Matters
A. FILED FOR SECOND READING:
1) Ordinance Amending Chapter Six of the Codified Ordinances of the City of Edwardsville (Alcoholic Beverages – Section 6-29. Definitions, Section 6-34. Classification of Licenses; fees, and Section 6-46 Closing Hours) – This allows up to 5,000 gallons of spirits to be produced and allows them to be able to sell on premises or off premises in a sealed package. Motion to approve (Risavy), seconded (Krause) and voted all ayes to forward to Council.
B. NEW ITEMS:
1) Resolution Approving Ironworks PUD Amendment – This allows for a wider variety of uses within the PUD on Lot 5 which is built out and Lot 4 and 6. It also allows for reconfiguration of Lot 6. In addition, it will allow for greater flexibility in the development of Lot 4. Motion to approve (Morrison), seconded (Krause) and voted all ayes to forward to Council.
2) Resolution Approving Edwardsville Senior Living PUD Amendment - This allows for the approval of the site plan prior to the installation of infrastructure. Motion to approve (Risavy), seconded (Krause) and voted all ayes to forward to Council.
3) Resolution Approving the Seminole Winds Way Final Minor Subdivision Plat – This is located on Schwarz Road. It’s a large lot with one home on it and it’s being divided into two lots. There will be required green space dedicated and sidewalks will be installed. Motion to approve (Morrison), seconded (Krause) and voted all ayes to forward to Council.
4) Resolution Establishing the Southern Boundary of Chapman Street near the intersection of Mill Street in the City of Edwardsville - When title work was being done for the Edwardsville Senior Living PUD, it was discovered there was no clear northern boundary of the property line. It appeared the property went right into the street. This plat establishes the northern boundary line and alters the southern boundary of Chapman Street. Motion to approve (Krause), seconded (Morrison) and voted all ayes to forward to Council.
5) A Sole Source Resolution Authorizing Approval of a Pepsi Contract for Parks and Recreation – This item is being held.
6) Resolution Approving a Telecommunications Right of Way Access and Attachment Agreement between the City and Everstream GLC Holding Company, LLC – Everstream has agreed to compensate the City in exchange for a right to use and occupy the right of way at $1,000 per pole attached to another utility’s pole or their own pole and $1,000 per year if their equipment is attached to City owned poles with an annual 3% increase. There is a $.50 per linear foot charge of fiber optic cable installed in right of way. Motion to approve (Risavy), seconded (Morrison) and voted all ayes to forward to Council.
7) Resolution Authorizing Intervention in Property Tax Appeal Board Cases for:
a) Home Depot b) Planet Fitness c) Kohl’s d) Cedarhurst
The City received notice from the Madison County Board of Review and the Illinois Property Tax Appeal Board that the above mentioned businesses are seeking a reduction in the EAV. Motion to approve (Risavy), seconded (Morrison) and voted all ayes to forward to Council.

5. Old Business: Mayor Patton gave a summary of the last 2-3 weeks. He thanked Alderman and Department Heads for keeping the City running. He asked to keep Emergency Management Personnel in everyone’s thoughts and prayers. He stated possible furloughs were discussed. In addition, no new staff or replacement staff would be hired currently unless it is critical.
