PUBLIC COMMENT: Emily Klingensmith of the group, Our Edwardsville, spoke regarding her dislike of the online rhetoric surrounding the Ninian Edwards statue.

Ezra Temko spoke regarding the renaming of the Plaza. He said it is a step to make the community more inclusive. He expressed he still believes the statue should be relocated.

1. Approval of minutes from the October 29, 2020 ACS meeting – Motion to approve (Morrison), seconded (Krause) and voted all ayes to forward to Council.

3. Council Matters

A. FILED FOR SECOND READING:

1) Ordinance Amending Section 78-7 of the Codified Ordinances of Edwardsville, Illinois (Designation of park areas) – Renaming Ninian Edwards Plaza - Motion to approve (Morrison), seconded (Krause) and voted all ayes to forward to Council.

B. NEW ITEMS:

1) Sign Variance Request – Valley View Cemetery – 1564 Lewis Road – They are wanting to install a 3-sided bulletin board near the entry coming off of Route 157. The sign ordinance limits informational signs to 3 total square feet in area with a mounted height of 3 feet. The request is for each side of the bulletin board to measure 4.06 feet in area and mounted at a height of 7 feet. They will be using it to share information about events. Motion to approve (Krause), seconded (Morrison) and voted all ayes to forward to Council.

2) Ordinance Authorizing and Directing the Issuance, Sale and Delivery of General Obligation Refunding Bonds, Series 2020A, of the City of Edwardsville, Illinois ; Providing for the Levy and Collection of an Annual Tax for the Purpose of Paying the Principal of and Interest on said Bonds as they become due; and Authorizing certain other documents and actions in connection therewith (First Reading) – This ordinance authorizes the City to issue $6,530,000 in general obligation tax exempt refunding bonds for the refinancing of the Series 2015 General Obligation Bonds, which were issued on December 10, 2015 in the original principal amount of $9,000,000.The interest rate will go from 2.99% to 1.45%. This will need to be approved on first reading in order to meet federal tax guidelines on filing tax certificates so the bonds remain bank qualified. Motion to suspend rules and pass on first reading (Krause), seconded (Morrison) and voted all ayes. Motion to approve (Morrison), seconded (Risavy) and voted all ayes to forward to Council.

5. Old Business: Kevin Head stated that within the current environment it would be difficult for restaurant/bar owners to get petitions signed. The Mayor has asked if 2 questions be considered splitting them with one for bars and one for restaurants. They believe It would need to be done with a resolution from Council. Committee and staff had discusion what the best way to word this would be. Staff was directed to bring this to the next ACS meeting with one question drafted.

Video Gaming Referendum Discussion held from 10/29/20 ACS Agenda

· Should the City of Edwardsville permit video gaming in bars and restaurants within its corporate boundary, with video gaming tax revenue being used to support community redevelopment? Yes/No

• Date & Time time to be Announced (November 23 or 24, 2020 at ____________PM) at the Wildey Theatre, 252 N. Main St. (during the week of Thanksgiving) - It was determined this would be on Tuesday, November 24, 2020 at 5:00PM

· Thursday, December 10, 2020 at 5:30 PM, and

· Tuesday, December 29, 2020 at 5:30 PM (Thursday 12/31/20 New Years Eve; Friday 1/1/21 New Year’s Day)

8. Adjournment – Motion to adjourn (Morrison), seconded (Krause).
