City of Lebanon City Council Met Nov. 23.

Here is the minutes provided by the council:

The council met in regular session by electronic means through Zoom. The meeting was called to order at 7:03 p.m. by Mayor Wilkens.

Roll Call: Aldermen Fero, Gale, Johnson, Mack, Roma, Witty and Wright – present Alderman Jenkins – absent

Aldermen Fero/Gale Motioned to approve the November 9, 2020 minutes . Roll Call: Aldermen Fero, Gale, Johnson, Mack, Roma, Witty and Wright– Yeas MOTIONED passed 7-0

COMMITTEE REPORTS:

Streets/Alleys – MEET December 7, 2020 at 7:00 p.m.

Ordinance – MEET December 7, 2020 at 7:00 p.m.

1. Committee to present completed version of the “Golf Cart” ordinance at the December 14th council meeting.

Alderman Jenkins entered the meeting at approximately 8:08 p.m.

Finance – MEET December 21, 2020 at 7:00 p.m.

1. Committee recommended to pay the bills

Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Roma, Witty and Wright– Yeas 

MOTIONED passed 8-0

Water/Sewer – MEET December 21, 2020 at 7:00 p.m.

Cemetery – MEET December 7, 2020 at 7:00 p.m.

Health/Safety – MEET December 21, 2020 at 7:00 p.m.

Public Property – MEET December 7, 2020 at 7:00 p.m.

Personnel – MEET December 21, 2020 at 7:00 p.m.

1. Committee is in the process of receiving applications for the Administrative Assistant (15) and the janitorial (12) positions for the City

Clerk – 

1. The Clerk reported that the response to the “intra structure grant survey” sent to the southwest area of the city has only been 22% or 29 out of 127 sent out. The county requirement is for 80%. The city has reached out to some citizens in that area to distribute and collect enough to qualify us for those improvements.

Treasurer –

1. Aldermen Fero/Gale MOVED to approve the RESOLUTION APPROVING THE ESTIMATE OF TAXES TO BE LEVIED IN 2020.

Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Roma, Witty and Wright– Yeas 

MOTIONED passed 8-0

Mayor –

1. The Mayor presented financial information to support the position of a full time Administrative Assistant instead of a part time. The increase in responsibilities for the City Hall has increased over the last two years. With Covid-19 requirements, state mandated training, along with more reports (TIF) (GATA) CURES) and project requirements from state and federal agencies the staff requests more hours than 19 per week. If hours go over 999 for a part time employee they will be eligible for IMRF benefits. The Clerk made a time analysis for a full-time position and even if not perfect at least attempted to fulfill the requests of the council at a zero expense. The council will consider paying an outside agency for a time analysis. The matter was dropped with no definitive direction mandated.

Dept. Heads –

Chief – no report Streets/Alleys – no report Building/Code Enforcement – no report 

Accountant – CURES project was filed the week of Nov 16th. There were additional updates requested and submitted. The Mayor and Clerk acknowledged her hard work. 

Water/Sewer – JBZ should have two hookups completed within the week. The City Clerk expressed appreciation for all the help Supt. Zimmerman contributed to getting the water billing and collection completed during the weeks city hall only had one staff member because of Covid-19. Dale Kyrouac also expressed his appreciation.

Audience –

Unfinished Business –

1. No Update on the Phase 2 (McKendree Park) because of employee (COVID-19) absences 

2. No update on the sidewalks being repairs after trees were cut down. 

3. No update on IDOT moving of the US 50 City Limit Signs

4. No Update on the ability of city hall cameras to be able to handle Zoom meetings.

With no further business to be conducted, Aldermen Fero/Wright moved to adjourn the meeting at 8:04 p.m. Roll Call: Aldermen Fero, Gale, Jenkins, Johnson, Mack, Witty and Wright - yeas. MOTION passed 7-0
