PUBLIC COMMENT: Eryn Coppersmith was present via zoom to speak on behalf of “Our Edwardsville.” She would like to thank the Committee and Council for considering moving the Ninian Edwards statue. She encourages the committee to continue to work towards the relocation
1. Approval of minutes from the January 14, 2021 ACS meeting – Motion to approve (Krause), seconded (Morrison) and voted all ayes to forward to Council
2. Correspondence & Announcements:
A. Letter from Plan Commission regarding a Zoning Amendment for the Aldrup – East Park Street Initiative Area
B. Letter from Plan Commission regarding a Zoning Amendment for the St. Louis – West Street Initiative Area
C. Letter from Plan Commission regarding a Zoning Amendment for the Phillipena – M Street Initiative Area
3. Council Matters
A. FILED FOR SECOND READING:
1) An Ordinance approving a Jurisdictional Transfer Agreement and accepting Governors Parkway from Madison County from IL 159 to IL 157. - This is the second reading and it has already been discussed. There are no additional comments. Motion to approve (Krause), seconded (Morrison) and voted all ayes to forward to Council
B. NEW ITEMS:
1) Sign Variance Request – Mark’s Appliance – 1507 Troy Road - This is a variance request for transfer of signage from the West side of the building to the North side of the building. Staff explained that they are allowed 120 ft. of signage on the West side but they are only putting a sign that is 33 sq. ft. in the proposed area. Staff recommends approval. Alderman Morrison is in full support of them not having their sign in the back of their building. Motion to approve (Morrison), seconded (Krause) and voted all ayes to forward to Council
2) An Ordinance Amending Chapter 114 Article II of the Codified Ordinances of the City of Edwardsville (Traffic Control) – There has already been conversation about this traffic stop and Alderman Morrison says it makes sense for the neighborhood. Motion to approve (Morrison), seconded (Krause) and voted all ayes to forward to Council
3) An Ordinance Approving a Zoning Amendment Rezoning the Aldrup – East Park Street Initiative Area Group A from R-2 Multiple Family Dwelling District to R-1 Single Family Residence District and Group B from M-1 Light Manufacturing District to MU-1 Mixed Use Downtown District. – Alderman Morrison asking for a motion to hold this item until the other committee members are present. Motion to approve (Morrison), seconded (Krause)
4) An Ordinance Approving a Zoning Amendment Rezoning the St. Louis – West Street Initiative Area Groups A & B from B-2 Commercial/Business District to MU-1 Mixed Use Downtown District and Group C from B-2 Commercial/Business District to B-1-B Mid-Downtown District – Alderman Morrison doesn’t feel as though we have a good reading with the current map and recommends to table. Motion to be tabled (Morrison), seconded (Krause) and voted all ayes to forward to Council
5) An Ordinance Approving a Zoning Amendment Rezoning the Phillipena – M Street Initiative Area Groups A & B from R-2 Multiple Family Dwelling District to R-1 Single Family Residence District – This is considered at Plan Commission as they are meeting on January 20th, 2021. They recommended unanimously to approve this rezoning. Rezoning this to R-1 makes sense because all but two properties in this district are currently being used for Single Family Residences. Motion to approve (Morrison), seconded (Krause) and voted all ayes to forward to Council
6) A Resolution Authorizing a Land Exchange Agreement of Certain Real Estate to be Used for Public Purposes – This is a proposed agreement that would allow the City and Plummer General to exchange parcels of land. The two lots are located next to Whisker Bones on N. Main St. with 13 parking spots (Plummer General owned) and across from Newsong Church with 24 parking spots (City owned). Motion to hold (Morrison), seconded (Krause) and voted all ayes to forward to Council
7) INFORMATIONAL: Application for Designation as Bicycle Friendly Community – Brought to our attention from the Cool Cities Committee. The League of American Bicycalists gives out bicycle friendly awards to communities, businesses, and universities. Staff would potentally apply for this and once approved, the league will send a report stating what we can do to improve our award to the higher level. Bronze, Silver, Gold, Platinum, and Diamond are the different levels we can achieve
