1. Approval of minutes from the January 28, 2021 ACS meeting – Motion to approve (Krause), seconded (Morrison) and voted all ayes to forward to Council

3. Council Matters

A. FILED FOR SECOND READING:

1) An Ordinance Amending Chapter 114 Article II of the Codified Ordinances of the City of Edwardsville (Traffic Control) – This amendment corrects and codifies the all-way stop condition at the intersection of Hadley Ave., Grant Dr., Hadley Ln., and Montclaire Ave. It makes a lot of sense and staff is recognized for the work that was put into this and noted that it should have probably been done a while ago and that it is an intelligent change. Motion to approve (Krause), seconded (Morrrison) and voted all eyes to forward to Council

2) An Ordinance Approving a Zoning Amendment Rezoning the Phillipena – M Street Initiative Area Groups A & B from R-2 Multiple Family Dwelling District to R-1 Single Family Residence District – No discussion. Motion to approve (Krause), seconded (Morrrison) and voted all eyes to forward to Council

B. NEW ITEMS:

1) An Ordinance Amending Chapter 58 of the Codified Ordinances of Edwardsville, Illinois (Human Relations Commission) – The summary was to change it from a commission to a committee in which they’d meet monthly and consist of ten members. City Administrator mentions that the Mayor does want to have this committee stood up before the end of his term. Alderman Krause recommends that the language be changed referring to how many peoople will be representing this committee. City Administrator agreed. Alderman Burns questions if there is an application for this committee for the general public. City Administrator states that the applicant would need to reach out to the Mayors office and he (Mayor) will decide if he wants to recommend them to Council before any background investigating begins. Motion to approve (Morrison), seconded (Krause) and voted all ayes to forward to Council

2) Approval of RASE Board Item from February 2, 2021

a) Edwardsville Public Library: Book Festival: 09/04/21 – Motion to approve (Morrison), seconded (Krause) and voted all ayes to forward to Council

C. ITEMS HELD IN COMMITTEE:

1) An Ordinance Approving a Zoning Amendment Rezoning the Aldrup – East Park Street Initiative Area Group A from R-2 Multiple Family Dwelling District to R-1 Single Family Residence District and Group B from M-1 Light Manufacturing District to MU-1 Mixed Use Downtown District (held 1/28/21) – This allows the existing Multi Family to the SW still remain but the homes that are all Single Family Use have the ability to be formaly recognized as such in our zoning process. Motion to approve (Krause), seconded (Risavy) and voted two ayes (Risavy & Krause) and one abstained (Morrison) to forward to Council

2) An Ordinance Approving a Zoning Amendment Rezoning the St. Louis – West Street Initiative Area Groups A & B from B-2 Commercial/Business District to MU-1 Mixed Use Downtown District and Group C from B-2 Commercial/Business District to B1-B Mid-Downtown District (held 1/28/21) – Alderman Morrison reccommends a change to amend the map to incude in the MU-1 zoning designation 211 S. Benton St. This was a concern of neighbors, Plan Commission, and Alderman Morrison. They are in agreement that it’s an acceptable change to the zoning map. Motion to amend (Krause), seconded (Morrison) and voted all ayes to forward to Council

3) A Resolution Authorizing a Land Exchange Agreement of Certain Real Estate to be Used for Public Purposes (held 1/28/21) – City Administrator recommends a hold as the appraisal process will take approximately 3-4 weeks. Motion to hold (Krause), seconded (Morrison) voted all ayes to forward to Council
