City of Lebanon City Council Met March 22.

Here is the minutes provided by the council:

The council met in regular session by electronic means through Zoom. The meeting was called to order at 7:00 p.m. by Mayor Wilken.

Roll Call: Aldermen Fero, Jenkins, Johnson, Mack, Roma, Witty and Wright – present

Alderman Gale – absent

The mayor read a proclamation designating national Girl Scout week. The Lebanon troops participated in leading the council meeting with the Pledge of Allegiance. Thank you Scouts and leaders from troops 283, 676, and 935.

Aldermen Fero/Roma Motioned to approve the minutes from March 8, 2021.

Roll Call: Aldermen Fero, Jenkins, Johnson, Mack, Roma, Witty and Wright – yeas

MOTION approved 7-0

Aldermen Jenkins/Witty Motioned to approve to pay the bills.

Roll Call: Aldermen Fero, Jenkins, Johnson, Mack, Roma, Witty and Wright – yeas

MOTION approved 7-0

COMMITTEE REPORTS:

Streets/Alleys – MEET April 5, 2021 at 7:00 p.m.

1. Committee Recommends allowing the use of the “new parking lot” for a farmer’s market on the first and third Wed of the month from April through September. The lot would close at 3:00 p.m. for vendor to set up, with the market opening at 5:00 p.m. and then shutting down at 8:00 p.m. Vendors will follow social distancing and will wear masks. Aldermen Wright/Mack made a motioned to approve the recommendation. Roll Call: Aldermen Fero, Jenkins, Johnson, Mack, Roma, and Wright – 6 yeas

Alderman Witty - 1 neas

Finance – MEET April 19, 2021 at 7:00 p.m.

1. The topic of copiers for city hall and Police Dept was postponed to the next council meeting 

2. The topic of the air purifier/sanitizer will also be postponed to the next council meting

Ordinance – MEET April 5, 2021 at 7:00 p.m.

Water/Sewer – MEET April 19, 2021 at 7:00 p.m.

1. The easements for the Belleville Water main have been signed.

2. The Bids for the Belleville Water Main project were opened this morning (March 22, 2021) and the low bid was presented by Haier Plumbing and Heating. The three sections are the base of $81,821. with Alternate 1 of $15,680. and Alternate 2 of $19,670. The results were sent to TWM for review and then sent on to IDG.

Cemetery – MEET April 5, 2021 at 7:00 p.m.

Health/Safety – MEET April 19, 2021 at 7:00 p.m.

COVID-19 numbers are: 62254: Tested 10006 up 204 100 Positive up 6 cases

LCC/Cedar Ridge/Cedars of Lebanon: Stable no new cases.

Lebanon Daily positivity: 3% County Daily Pos: 5.1% 7-day positivity rate: 4.5 % Regional: 3.3% 

Public Property – MEET April 5, 2021 at 7:00 p.m.

Personnel – MEET April 19, 2021 at 7:00 p.m.

1. Request to go into executive session concerning hiring personnel*

Clerk –

1. The Clerk reminded the committee chairmen to report the topics and recommendations to be place on the next agenda for the Council meeting. This was discussed and was determined that the council needs to evaluate and come to a determination on this topic.

Treasurer –

1. Treasurer asked everyone to review the tentative budget sheets.

2. Treasurer reminded everyone that the public hearing on the budget is scheduled for April 12 at 6:45p.m.

Dept. Heads

Chief –

Streets/Alleys – McKendree Park phase (2) should start sometime this week if weather permits, repair work is being done on Starlifter Dr and a grate has been installed at the culvert under McKendree Park Water/Sewer – Discussion under Water/Sewer and Unfinished Business

Building/Code Enforcement –

Accountant –

Unfinished Business –

1. The actual motion for accepting bid mentioned under Water/Sewer Committee will be postponed to next council meeting. Along the other items mentioned. Supt Zimmerman also reported some estimates for extending the watermain down Union St. She said she could present a better amount t at next council.

Mayor –

Audience –

1. Kyle Hogg presented himself for any questions that the council may want to ask concerning the rezoning of a parcel of his property. Kyle will call to make an appointment to start paperwork to send to Plan Commission.

New Business –

1. *Call to go into executive session under 5 ILCS 12 Sec 2(c)(1) of the Open Meeting Act for consideration of the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

Mayor called to enter Executive Session at 8:15 p.m.

Reconvene Regular Council meeting at 8:20 p.m.

Aldermen Fero/Roma Motioned to hire Sherry Wilhelm as Administrative Assistant in the City Clerk office.

MOTION passed 7-0

Adjournment – With no further business to be conducted, Aldermen Wright/Roma moved to adjourn meeting at 8:21 p.m.
