Village of Fairmont City President and Board of Trustees Met March 17.

Here is the minutes provided by the board:

The meeting began with an opening prayer and pledge of allegiance.

President Michael Suarez called the meeting to order.

Clerk Richard Ramirez took attendance. The following were in attendance: Trustees: David Suarez, Guadalupe Hernandez, Raul Munoz, Robert Belba, Michael Fiudo and Charles Arriola. Also present were Treasurer Carlos Gomez, Fire Chief Robert Allen, Public Works Director Roger Juenger, and Administrative Secretary Stephanie Pacheco.

A motion to approve the minutes of the meeting held on Wednesday, March 3, 2021, was made by David Suarez and seconded by Charlie Arriola. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, pass; Michael Fiudo, pass; and Charles Arriola, yes.

Motion Passed

Treasurer's Report

Treasurer Carlos Gomez presented the financial statements for the month of February, 2021, with a brief explanation.

Mr. Gomez also presented the Annual Financial Report for the Year Ending April 30, 2020. This internal audit is required by State Law and was conducted by Scheffel Boyle Certified Public Accountants. The board members were provided the content individually for review.

Clerk's Report

Clerk Requested Close Session for Six Month Review of Closed Session Minutes. The mayor asked to retain all closed minutes at this time.

The motion was made by Robert Belba and seconded by Raul Munoz to retain the content of all closed session minutes. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes. Motion Passed

Report of the Public Works Director

The Public Works Director gave an update on a road repair at Kinder and Cohen caused by buses that stop there. The situation had been mistaken for a sewer break by an observer.

Police/Public Safety-Chair- Charles Arriola

Trustee Arriola reported for the police chief. There are a couple officers out, one had emergency surgery and another injured in an accident. Overtime maybe unavoidable.

President's Report

Mayor Suarez reported another COVID vaccine clinic is scheduled here, at the Community Center for Monday, March 22, 2021. Upon completion of this clinic close to 500 people will have received the vaccine. The mayor is very grateful for the cooperation the village has received from the Health District and National Guard.

Mayor Suarez announced the village will be a recipient of a used St. Clair County Transit Shuttle at no cost. County Board member, Robert Allen, reported it will be a month or so before the village sees it due to protocols at the county level.

Mayor Suarez reported the newsletter is in the last phase and should be at the printer by the upcoming Friday. He hopes to see it in the mailbox April 1, 2021.

The Police Department Charitable Foundation will be holding a fish fry on Good Friday, April 2, 2021 here at the Community Center. COVID precaution measures will be followed and indoor (50%) and outdoor seating will be available but carry out is encouraged.

Public Comment

A resident in attendance asked what type of vaccine will be distributed at the next clinic. Mayor Suarez was not sure but is aware the Pfizer and Johnson and Johnson vaccines have been more widely distributed in this area than the Moderna.

Another resident present wanted to thank village officials for bringing the vaccine to the Community Center. Other people the resident is friends with complained about the three hours wait at the county distribution center and were envious that the vaccine wasn't closer to their homes.

A resident present had a question regarding protected animal species located in the area previously known as a golf course, that was given to the village by the state. Trustee Hernandez reported the area is considered Wetlands and various animals and birds and creatures are all protected there. The resident was looking for more specifics.

Municipal Bills

The motion to approve payment of the bills as presented on this day, March 17, 2021 in the amount of $27,676.43 was made by Raul Munoz and seconded by David Suarez Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes.

Motion Passed

Adjournment

With that, a motion to adjourn the meeting was made by Charles Arriola and seconded by Raul Munoz. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes.
