Village of Fairmont City Board met April 7.

The meeting began with an opening prayer and pledge of allegiance.
President Michael Suarez called the meeting to order.
Clerk Richard Ramirez took attendance. The following were in attendance: Trustees: David Suarez, Guadalupe Hernandez, Raul Munoz, Robert Belba, Michael Fiudo and Charles Arriola. Also present were Treasurer Carlos Gomez, Police Chief Gerald Brown, Deputy Treasurer Sally Rodriguez, Administrative Secretary Stephanie Pacheco and Building Inspector James Sehr.
A motion to approve the minutes of the meeting held on Wednesday, March 17, 2021, was made by David Suarez and seconded by Charles Arriola. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes.

Treasurer's Report - No Report
Clerk's Report
Clerk Ramirez presented a Building Permit Application, 3019 N 49th Street, Metal Garage, Alfredo Otero, Owner.
Building Inspector Sehr attended the meeting to report he has met with all five of the building permit applicants on tonight's agenda. He approved each status.

Next, the clerk presented a Building Permit Application, 5426 Delmar, Demolition/ Reconstruction of Dining and Laundry Area of Residence, Victor Gonzalez, Owner. Again, the inspector gave a brief background on the project.

Lastly listed on the agenda was a review of Bid Summary and Tabulation, for the, Phase II Road Repair, 60th ,6P\62nd , 63rd Streets and Drummond Avenue. Mayor Suarez gave a brief explanation and stated only two bids were received. Christ Brothers Asphalt, $307,015.44 and Kilian Corporation, $350,110.45 were the bid amounts. The mayor noted not only were Christ Brothers Asphalt the lower bidder but, they are located in Fairmont City practically across the street from the project area.
With that said the motion was made by Raul Munoz and seconded by Guadalupe Hernandez to award Christ Brothers Asphalt the Phase II Road Repair, 60th ,61st ,62nd , 63rd Streets and Drummond Avenue in the amount of $307,015.14. Roll Call Vote: David Suarez, yes; Guadalupe Hernandez, yes; Raul Munoz, yes; Robert Belba, yes; Michael Fiudo, yes; and Charles Arriola, yes.

Report of Police Chief
Police Chief Gerald Brown reported the department has been audited by the Illinois State Police regarding equipment and security. The computer system passed but there are some building security issues he is working on.
The chief also reported the department completed it's mandated training on March 27, 2021.
Chief Brown announced to those present, with the weather warming up, the police department will be enforcing ordinance violations focusing on derelict vehicles, high weeds and uncut lawns. He encouraged those present to spread the word.
Also, as matter of spreading the word, the chief announced the portable speed radar sign is available to residents complaining about speeders on their streets. The mayor furthered that there is only one, so residents will need to practice patience in getting it to their street.
Report of Fire Chief
Trustee and retired fire chief, Robert Belba reported for Chief Allen. The siren is in need of additional equipment. Chief Allen is waiting for a bid from Pyramid Electric regarding the update and will be requesting funds at the next meeting. He hopes to have the siren back to normal before the next test.
Trustee Belba had a list of Fire Chief Allen's promotions outside the village. Fire Chief Allen was elected secretary to the St. Clair County Fire Chiefs Association. The association represents fifty departments in St. Clair and Monroe Counties.
The trustee also reported Fire Chief Allen has taken on the role of secretary for the MABAS (Mutual Aid Box Alarm System) Division 32, also representing fifty area fire departments from Hecker to St. Louis Regional Airport. Chief Allen will be representing St. Clair County at the state level.
At this time a round of applause was made in honor of Fire Chief Allen.

Trustee Arriola wanted to thank everyone for supporting the Good Friday Fish Fry. The trustee regarded the event as a huge success.

Community Relations & Communications - Chair - Raul Munoz
Trustee Munoz reported the Casa Michoacan Group will be dispersing food from the community center on Saturday, April 17, 2021 at 6:30pm. He asked those present to spread the word.
The trustee also reported Soccer registration will be held on Friday, April 9th and 23rd, 2021. The new field (Maryland Avenue) opens May 15, 2021.
Public Health & Housing - Chair- Guadalupe Hernandez
Trustee Hernandez proposed having a citywide yard sale in conjunction with the clean up day. Those present were receptive. The mayor will work on some dates.

President's Report
Mayor Suarez reported the annual Joint Review Board meeting regarding the TIF (Tax Increment Financing) districts will be held on Tuesday April 13, 2021. The mayor reported the village is getting closer to an approval to extend the years currently in effect for both TIF 1 and TIF II.
Mayor Suarez reported Monday April 12, 2021 the Eastside Health District will provide the second shot for the group getting the first shot in March. April 5, the first shot was given to the third group. The date has not been set for the second shot with this group. Mayor Suarez will continue working with the health department as long as there is a demand.
Public Comment
Katie Heaton wanted to congratulate all the winners of the election held April 6, 2021. She also wanted to thank Richard Ramirez for all his years of service. Mr. Ramirez is retiring as clerk.
Ms. Heaton brought a sample of a hot spot to share. The hot spots are being shared with the non-for-profit groups in the village, as well as the library and area residents. The library, partnering with group called PCs for People who refurbishes computers for households in need, is giving away computers and hot spots. Ms. Heaton shared the program concepts at a previous meeting. The program is sponsored by the State Farm Neighborhood Assist Grant. The date has been set for distribution and Ms. Heaton is very excited about it. A flyer was distributed with the instructions. It encourages people to register on line or on paper. She provided paper copies at the meeting and they are available at the library. The date is set for Friday, April 16, 2021 and the first 100 will receive a hot spot and a computer for free. It will be necessary for the recipient to pay $15 per month to activate the T Mobil hotspot. To qualify, the household income must be low to moderate, receive government assistance and family is affected by school closures due to COVID.
The distribution will be set up outdoors in a similar fashion to the drive through distribution held for Halloween in 2020.
There were further discussions concern updates to the plan and comparisons to Wisper internet.
A local resident, who was on the ballot for Canteen Township race, wanted to congratulate the winners of yesterday's election on the village board. He also wanted to thank those present for their support in the Canteen election.
Another resident had a question regarding how the community yard sale would work. The mayor responded each resident has a yard sale at their house the same day.
A resident in attendance reported having the T-Mobil hot spot and it being excellent. There was another attendee that said the same thing.
Another resident, who was elected to the Mississippi Valley Library Board, also wanted to thank those present for the support and acknowledge what a pleasure it was working with the winning party.
An election judge present wanted to thank Nicholas Allen and the St. Clair County Clerk's office for their help getting through election day yesterday.
A regular attendee to the meetings, who was also on the ballot yesterday and was elected clerk, reported the village turned out the highest number of votes in St. Clair County. He also thanks those present and all the voters for the support.

The motion to approve payment of the bills as presented on this day, April 7, 2021 in the amount of $27,676.43 was made by Robert Belba and seconded by Charles Arriola.
