City of Edwardsville Plan Commission met Oct. 20.
Here are the minutes provided by the commission:
The regularly scheduled meeting of the Edwardsville Bicycle and Pedestrian Advisory Committee was held at 5:00 p.m. at City Hall located at 118 Hillsboro Avenue in Edwardsville, Illinois.

II. PUBLIC COMMENT: None.
III. APPROVAL OF MINUTES: None.
IV. ADMINISTRATIVE
a) Election of Officers: Jo Gibson was nominated to be Vice Chair. Motion made by Susan Hume. Seconded by Kyle Anderson. Kyle Anderson volunteered to be Chair. Motion made by Jo Gibson. Seconded by Steve Stuart. Mary Vandevord volunteered to be Secretary. Motion made by Susan Hume. Seconded by Clayton Hopkins. Kyle Anderson asked if there is any discussion on Chairperson, Vice Chair, or Secretary. Kyle Anderson called for all in favor to say aye. Voice vote. All ayes. Chairperson Kyle Anderson continued to conduct the meeting.
b) Schedule: Breana Buncher discussed the proposed meeting date and time for the committee, the first Wednesday of the month. The Committee agreed to meeting on the first Wednesday of the month.
c) Training OMA: Breana Buncher provided a brief overview of the Open Meetings Act and how the committee is subject to those regulations.
d) Training FOIA: Breana Buncher provided a brief overview of the Freedom of Information Act and how the committee is subject to those regulations.
e) Terms: Breana Buncher stated that the Ordinance creating the Bicycle and Pedestrian Advisory Committee stated that each of the members will be appointed to a three (3) year term.
V. OLD BUSINESS: None.
VI. NEW BUSINESS:
a) Discussion of Bicycle & Pedestrian Plan Process: Alderman SJ Morrison spoke to the Committee to inspire them to help make Edwardsville a more walkable and bike-able community. SJ Morrison said that people are choosing where they want to live first before where they choose where to work. SJ Morrison said that he hopes that BPAC will engage in the process and genuinely help and encouraged them to be bold in their suggestions to help Edwardsville be different in the region in terms of a walkable and bike-able community. SJ Morrison went over the BPAC Ordinance and their functions and duties and elaborated on them.
Kyle Anderson asked what the role of bike/ped planning within Public Works was prior to the establishment of the BPAC. Ryan Zwijack stated that staff has all GIS layers of sidewalks and bike trails and that there is a robust plan of what will be happening within the next three years. Stephanie Robbins asked if there has been anything done in regard to intersections and safety for bicyclists and pedestrians and Ryan Zwijack stated that a lot of the roadways are not the City of Edwardsville so they do not have a say. A discussion ensued about increasing safety for bike/pedestrian on roadways and creating Shared Use Paths while working with Illinois Department of Transportation (IDOT).
Stephanie Robbins asked if there has been any amendments to zoning or subdivision ordinances that required subdivisions to create Shared Use Paths and Ryan Zwijack said staff hopes that BPAC will help create policy to help with regulations within developments. Stephanie Robbins asked if there is anything within older subdivisions like Grandview and Ryan Zwijack stated that is some of the point connections and that staff would be looking to the committee to help find the barriers and help determine how to get through the barriers.
Jo Gibson asked if all the wards represented on the committee and SJ Morrison stated that they were close and that only Ward 2 was not represented which is the 157 Country Club and Center Grove Road area. Jo Gibson asked where SIUE fits into the planning effort because they are doing their own bike/ped plan. SJ Morrison said that SIUE is trying to become a bike friendly university so they are surveying faculty, staff, and students and gather data to give to League of Bicyclists. SJ said that they are wanting to have bike friendly businesses and have programs like that in place and that SIUE has a huge role and they are a large part of the community. A discussion ensued about Edwardsville and SIUE and bike/pedestrian efforts.
Breana Buncher gave an overview of the Facilities Plan action items and timeline. Jo Gibson asked if we are only focusing on bikes and Breana Buncher mentioned that pedestrians are being considered as well. Jo Gibson asked if the committee would access to a “Did You Know?” campaign for education purposes and get the information dispersed on a website. A discussion ensued about next meeting agenda items.
