6:30 PM CALL TO ORDER
Mayor Short called the Board Meeting to order. Mayor asked all in attendance to stand, if able, for prayer and to remain standing for the Pledge of Allegiance. Mayor Short led in prayer.
6:31 PM Pastor Darla Ann Kratzer from Our Lord's Lutheran Church arrived. Pastor Kratzer led in prayer.
6:32 PM ROLL CALL
Trustees Present: Vallino, Schmidt, Bell, Kostyshock, Clark, White.
Also in attendance were Clerk Henry, Attorney Webb, Police Chief Carpenter, Building & Zoning Administrator Fulton, Water & Sewer Superintendent Hoffmann, Streets Superintendent Keplar, Fire Chief May, 1 reporter and 1 guest.
6:32 PM MINUTES
Mayor Short called for approval of the minutes of the October 20, 2021 Board Meeting. Asked if there were any questions, corrections or clarifications to the minutes as presented. There were none.

6:33 PM APPROVAL OF BILLS
Mayor Short called for approval of the bills presented for payment. Asked if there were any questions, corrections, clarifications or additions. There were none.

Clerk Henry read an email from Peggy Raffety resigning from the Parks and Recreation Committee.

6:35 PM LEGAL MATTERS
6:35 PM Attorney Webb presented the following Ordinance:
Ordinance 2021-47: An Ordinance Authorizing the Execution of a Water Service and Pre Annexation Agreement. Pertains to property owned by Nicole and Alex Williams located at 18 Valley View Drive, Collinsville.

6:36 PM Attorney Webb presented the following Ordinance:
Ordinance 2021-48: An Ordinance of the Village of Maryville, Illinois, Declaring Certain Personal Property Owned by the Village as Surplus Property (Various Street Department Equipment)
Motion to Pass, Moved by White, Seconded by Clark.
White asked when a Department sells surplus property, does the proceeds from the sale go back into that Department’s fund? Mayor responded yes.

6:38 PM OLD BUSINESS
6:38 PM Motion to approve the purchase of a Dell Precision 5560 Notebook and a Dell Thunderbolt Dock from CompuType at a cost of $2,564 for Building & Zoning Department; Moved by Vallino, Seconded by Kostyshock.
Mayor noted this was the lowest of 3 obtained bids.

6:38 PM Motion to approve the purchase of 2 Dell 27” monitors and a Canon portable printer from Microcenter at a cost of $561.60 for the Building & Zoning Department; Moved by Vallino, Seconded by White.
Bell asked what the model of the Canon printer, Fulton did not remember the model, purchased what was recommended by the salesperson.

6:39 PM Motion to approve the following non-union employee wage increases: Effective May 1, 2021 :Non-Exempt Full-Time Hourly Employees: Melissa Bailey 2% increase to $28.8586 per hour; Christy Lucas 4% increase to $17.7056 per hour. Exempt Full-Time Salaried Employees: Rob Carpenter - Annual salary increased to $97,034; Kevin Flaugher - Annual salary increased to $67,275; Jolene Henry - Annual salary increased to $81,660; Matthew Hoffmann - Annual salary increased to $73,563; Robert Keplar - Annual salary increased to $65,520; Tony Manley - Annual salary increased to $90,801. Part-Time Police Administrative Clerk, Donna Markovich: Hourly rate increased to $13.50 per hour effective November 1, 2021. The following hourly increases for part-time Paramedics and EMT Basics effective November 1, 2021: Paramedics currently at $18.75, a $0.25 increase to $19.00; Paramedics currently at $17.50, a $1.00 increase to $18.50; Paramedics currently at $18.00, a $0.50 increase to $18.50; EMT Basic currently at $13.00, a $1.00 increase to $14.00; Moved by Bell, Seconded by Clark.

6:43 PM Motion to approve the purchase of an E60 R2-Series Bobcat Compact Excavator from Bobcat of St. Louis at a cost of $99,433.90 for the Water Department; Moved by Kostyshock, Seconded by White.
Mayor noted this was the only bid received as this is the only company that could meet the bid specs and delivery timeline.

6:44 PM NEW BUSINESS / TRUSTEE COMMENTS
6:44 PM Vallino thanked Fulton for the quick response to an issue Vallino had informed him of and asked to be kept updated. Asked Hoffmann what the line is that runs east of the railroad track along Parkview. Hoffmann stated there is both a sewer line and a water line. Vallino stated someone had notified him of an odor in the area; Hoffmann will investigate.
6:45 PM Schmidt thanked employees and noted jobs well done.
6:45 PM Bell noted the large number of kids trick or treating this Halloween in his subdivision. It was nice to see.
6:46 PM Kostyshock noted the Museum was open October 2nd and 16th with 25 visitors. Work days were the 12th and 20th. Noted a new member was added (Jane Baker) and there were a total of 43 volunteer hours for October. Next Museum meeting is November 15th. Santa will be at the Museum on December 11th, hours not yet set. Also commented on a referendum in Minneapolis regarding defunding the Police, referendum failed.
6:47 PM Clark thanked Peggy Raffety for service on the Park and Recreation committee. Stated she has been a hard worker and will be missed.
6:48 PM White thanked Carpenter for sending 2 representatives to the “walk-thru” for Officer Tyler Timmons. Noted there have been thousands reaching out in support. Also noted the media mostly promotes the small 5% of negative people who are “loud” and these do not represent the vast majority of the public that do support the Police/First Responders. Wishes the media would have paid as much attention to an Officer being killed in the line of duty as they do when there is an isolated incident of an Officer making a mistake.

STAFF REPORTS
6:54 PM Fulton presented the Building permit report for October. Noted there was a correction to submitted report; Driveway permit had been erroneously valued at $6,500, should be $0. Clark asked if sign permits are always $30; Fulton answered yes.
6:56 PM May presented the Fire Department report for October 2021.Bell asked what the highest number of responses has been. May responded it was in 2019 and was around 1300. May noted this year the Fire Department is averaging 120 responses per month.
6:58 PM Carpenter presented the Police Department report for October 2021. In regards to tomorrow’s Fire & Police Board meeting; Mayor asked Chief May if a new hiring list is to go before the Fire & Police Board at that meeting. May responded no, individuals had until today to submit preference point requests. Hoping to make a conditional offer to someone who is on the current eligibility list. Carpenter will update the Fire & Police Board on the status of his 2 approved new hire positions.
6:59 PM Bell asked Keplar about street light issue; Keplar has called. Vallino asked about the street buckling issue in Rolling Meadows; Keplar stated repairs are scheduled to be done within the next week. Won’t know the cause until the surface is removed.

7:00 PM MAYOR’S COMMENTS
7:00 PM Mayor stated Peggy Raffety will be missed and was a joy to be around. Noted her resignation creates 1 opening on the Park committee with a possible 2nd vacancy soon. Asked all to let him know if anyone is interested.
7:01 PM Mayor stated the E-cycling event went very well. There were volunteers from the Community Improvement Board and kids from Maryville Christian school. Would like to do again with the addition of paper shredding.
7:02 PM Mayor called for a motion to approve the appointment of Jane Baker to the Heritage & Museum Committee.
