City of Collinsville City Council met March 8.

Here are the minutes provided by the council:

A. CALL MEETING TO ORDER 

Mayor Miller called the meeting to order at 6:30 pm. 

B. ROLL CALL 

Also present: Deputy City Manager Derek Jackson, Corporate Counsel Steve Giacoletto, and  Deputy City Clerk Payton Drury.

Present: 5 -  

Absent: 0  

Councilman Tony Hausmann, Councilman Donna Green, Councilman  Jeff Stehman, Councilman David Jerome, and Mayor John Miller

E. PROCLAMATIONS/RECOGNITION/PRESENTATIONS 

1. KAHOKstrong Check Presentation from Festival of Trees Event 2021 

Gateway Center General Manager Jamie Lane presented a $15,000 check to KAHOKstrong from  the proceeds of the 2021 Festival of Trees event.  

2. Meritorious Service Awards Recognition:

Mayor Miller spoke of the professionalism by both the Fire and Police Departments. A video of a  water rescue incident that occurred on February 12, 2022 was shown. Fire Chief Bailot spoke of the  incident. Mayor Miller presented each with their Meritorious Service Awards.  

3. Recognition of Police Department Awards: 

Medal of Valor Recipient - Dylan Madron 

Chief's Award of Merit Recipients - Marissa Lovatto and Tiarra McAllister 

Police Chief Evans briefly mentioned the incident regarding the water rescue. He presented Marissa  Lovatto and Tiarra McAllister with the Chief's Award of Merit and Dylan Madron with the Medal of  Valor.  

4. Recognition of Eric Herman on his Retirement - over 20 years of Service Chief Evans spoke of Eric Herman's years of service with the Collinsville Police Department. Mayor  Miller presented him with a retirement plaque and wished him the best.  

5. Proclamation Girl Scout Week, March 6-12, 2022

I. COMMENTS & ANNOUNCEMENTS - MAYOR 

Mayor Miller spoke of honoring dedicated employees who go above and beyond.  

J COMMENTS & ANNOUNCEMENTS - COUNCIL MEMBERS 

Councilman Green spoke of being proud of those who are dedicated and continue to serve the  community.  

K. COMMENTS & ANNOUNCEMENTS - CITY STAFF 

General Manager Lane spoke of the 2022 Festival of Trees event planning that is underway. She  advised there will be 3 recipient organizations instead of 1. Those wishing to apply may do so via  online. Next, she highlighted the 2022 Let's Go Fishing Show that was held on January 7-9: 

 - 6,172 Attendees 

 - 107 Exhibitors 

 - $3,500 in Sponsorships

Exhibitor Revenues - $ 62,220.50

Councilman Jerome inquired as to net profit on concessions for future events.  

Ms. Lane spoke of the Winter Market that was held the weekend prior to Christmas that was  successful.  

Parks and Recreation Director Kimberly Caughran advised registration is underway for the Collinsville  Baseball and Softball Leagues.  

L. CONSENT AGENDA 

Deputy City Clerk Drury read the Consent Agenda. 

1. Motion to Approve Payment of Bills for the Period Ending February 25, 2022,  in the Amount of $631,514.28

2. Motion to Approve Payroll for the Period Ending February 18, 2022, in the  Amount of $734,786.03

3. Motion to Approve Minutes of the February 22, 2022 Council Meeting

Mayor Miller asked if the Council wished to pull any items prior to a Motion.  No items were pulled. A motion was made by Councilman Stehman, seconded  by Councilman Green, to approve the Consent Agenda. The motion carried by  the following vote: 

Aye: 5 - Hausmann, Green, Stehman, Jerome, and Miller 

Nay: 0  

Absent: 0  

Abstain: 0  

M. NEW BUSINESS 

1. Ordinance Authorizing the Mayor to Execute a Right-of-Way Agreement and  Dark Fiber License Agreement Between the City and Everstream GLC  Holding Company, LLC

Public Works Director Dennis Kress advised this ordinance would authorize a licensing agreement  with Everstream to allow for the installation and maintenance of fiber optic network within the City's  right-of-way. The fiber optics will provide business customers access to high-speed data and internet.  Everstream will pay all permit fees and provide the City with 2 strands of dark fiber which can be used  in the future to connect all City facilities to a dedicated network.  

Councilman Stehman inquired of cluttered easement issues. Director Kress spoke of new routes to  prevent this issue. Councilman Hausmann asked of the liabilities issues in the event a gas line is  penetrated to which Director Kress advised the agreement indemnifies the City.  A motion was made by Councilman Hausmann, seconded by Councilman  Jerome to approve. The motion carried by the following vote: 

Aye: 5 - Hausmann, Green, Stehman, Jerome, and Miller 

Nay: 0  

Absent: 0  

Abstain: 0  

2. Ordinance Authorizing a Professional Services Agreement with Oates  Associates, Inc. in an Amount Not to Exceed $56,000 for Traffic Planning  Services for the Intersection of Illinois 157 and West Main Street

Director Kress this ordinance would authorize an agreement with Oates and Assoc. to conduct a  traffic study to determine how the existing Collinsville Crossing development and any future  development will affect the existing transportation system and determine necessary transportation in  order to support future development in the area. He advised the traffic study is required in order to  construct a new road that ties into Rt. 157.  

Councilman Jerome inquired as to the reason for the traffic study. Director Kress mentioned a  proposed development on 10 acres (known as the former Maag property) that triggered the necessity  of the traffic study.  

A motion was made by Councilman Green, seconded by Councilman Stehman  to approve. The motion carried by the following vote: 

Aye: 5 - Hausmann, Green, Stehman, Jerome, and Miller 

Nay: 0  

Absent: 0  

Abstain: 0  

3. Resolution in Support of the City's Community Action Grants Program  Application (E. Clay & N. Morrison Pedestrian Safety Improvements)

Director Kress advised this resolution of support is required in order to apply for the Agency for  Community Transit grant to increase accessibility and safety for pedestrians. The City is applying for  the grant to fund the construction of bulbouts on E. Clay St. at N. Morrison in order to increase  pedestrian visibility and reduce street crossing distance. Estimated project cost is $65,000 with grant  reimbursement at 100%.  

Councilman Hausmann commented of the necessity for a safe crossing area. Director Kress advised  this crossing enhancement will facilitate the use of the public parking lot. Plus, bump outs would help  designate the end of the two-way traffic on E. Clay.  

A motion was made by Councilman Jerome, seconded by Councilman Green  to approve. The motion carried by the following vote: 

Aye: 5 - Hausmann, Green, Stehman, Jerome, and Miller 

Nay: 0  

Absent: 0
