Village of Maryville Village Board met Jan. 12.

6:30 PM Call to Order
Mayor Short called the Caucus meeting to order. 6:30 PM Pledge of Allegiance
6:30 PM Roll Call.
Trustees Present: Vallino, Bell, Clark, White.
Trustees Absent: Schmidt, Kostyshock
Also in attendance were Deputy Clerk Fuhler, Attorney Webb, Fire Chief May, Water/Sewer Superintendent Hoffmann, and Building & Zoning/Code Enforcement Administrator Fulton. There was one guest.
6:30 PM Minutes – December 22, 2021
Mayor Short called for approval of the minutes of the December 22, 2021 Caucus meeting. He asked if there were any questions, clarifications, corrections or additions to the minutes as presented. There were none.

6:31 PM 2022 Environmental Grant Submission – Hoffmann/Mayor
Water/Sewer Superintendent Hoffmann explained that the Madison County Environmental Grant is available every year and that previously, the Street Department had used this grant for project funding. He stated that this year, the Water Department would like to apply for this grant to aid in funding the purchase of erosion control matting for an erosion stabilization project at the water plant. Hoffmann said that the total cost of erosion control matting would be $20,250 and that the Environmental Grant would cover $15,000.00 of that cost. He went on to say that this grant is awarded based on a point system and that there is no guarantee that it would be awarded to the Village. Hoffmann requested Board approval of a Resolution that would state that, if awarded the grant, the Board agrees to fund the completion of the erosion control project at the water plant. This resolution would complete the proposal of the grant. He noted that the deadline for the Environmental Grant submission is January 28th at 4:30 p.m..
Mayor Short explained that the purchase of the erosion matting is a part of the bank stabilization project at the water plant. He went on to say that Mike Andreas of Andreas Consulting and Juneau Engineering are working with the Village to engineer this project for a 319 Grant through the Heartlands Conservancy.

6:36 PM Request for Replacement Probationary Firefighter/Paramedic – May Fire Chief May announced to the Board that on January 5, 2022, Village of Maryville Probationary Firefighter and Paramedic Alexander McClinton submitted his resignation effective January 31, 2022. May requested permission from the Board to allow the Maryville Board of Police and Fire Commissioners to make a conditional offer of employment for a replacement probationary firefighter to fill McClinton’s vacancy. May stated that there are currently six candidates on the eligibility list.

6:41 PM Addition of Probationary Volunteer Firefighter – May
Fire Chief May recommended the placement of Raelynn Ballard of Glen Carbon as a Village volunteer firefighter. He stated that Ballard applied about three months ago and that she recently reached out to him expressing interest in a volunteer firefighter position if one were available. 6:44 PM School Choice Week Proclamation – Mayor
Mayor Short stated that the Village has put the School Choice Week Proclamation into place for the past four years. He noted that it covers all of the educational opportunities available to the kids in the Maryville community.

6:44 PM Resolution for Funding from the American Rescue Plan Act of 2021 – Attorney/Mayor
Mayor Short stated that the Village has submitted the required documents to request funding from the American Rescue Plan and that Maryville has received the first distribution of funds. He said that, in order to keep moving forward with the process, it has been recommended that the Village create a resolution approving the acceptance of the American Rescue Plan funds and stating that the funds will be utilized for one of the designated purposes.

6:45 PM Annexation: 3012 Keebler Road, Collinsville – Mayor
Mayor Short said that the owner of the property located at 3012 Keebler Road in Collinsville has requested that 1.19 of his 10.83-acre property be annexed into the Village of Maryville and that the remaining parcel remain in unincorporated Madison County. He added that the property owner plans to build a house on the 1.19-acre parcel and use his adjacent acreage for hunting. Mayor Short then explained that Village officials told the owner that he would need to file for a subdivision plat with Madison County. However, the property owner informed the Village that the County would not accept it. Madison County officials told Village Clerk Henry that the 1.19-acre parcel would have to be annexed based on the legal description before a parcel number would be assigned to it. He noted that the Annexation Ordinance would state that the Village of Maryville is annexing only the 1.19-acre parcel. Mayor Short and the Board discussed the complexities of the situation.

Mayor Short stated that this is the Village’s standard agreement. Public hearing and Ordinance will be on the January 19th Board meeting agenda.

Page 1 – In response to Trustee Bell’s inquiry, Mayor Short stated that the bid opening for the roundabout project is scheduled for Friday, January 21st in Springfield.

7:03 PM Trustee Comments
Trustee Vallino inquired about the status of the Stonebridge property in which the property owner was served a warning notice due to growth coming up out of the swimming pool. Building & Zoning/Code Enforcement Administrator Fulton stated that he contacted the homeowner last Wednesday and that she told him that she and her son would be taking care of the issue over the weekend. Fulton noted that he drove by the property this week and that there is no evidence that anything had been done. There was a discussion on how swimming pool neglect should be addressed in the Village of Maryville.
Trustee Clark read an email that she received from a third-grade teacher from Carlinville. The teacher wrote that she was planning a fieldtrip for approximately ninety people, which includes students and teachers, on 4/22/22 and asked if she could reserve a pavilion at Drost Park. Due to school budget constraints, she asked if the Village would consider waiving the pavilion rental fee. After discussing her request, the Board agreed that it would be a kind gesture to provide the pavilion to the school group at no charge, but that the Village would require a refundable clean-up deposit in order to ensure that the teachers and/or students sufficiently clean up their trash after the event.
