City of Collinsville Community Appearance Board met April 27.

Here are the minutes provided by the board:

A. CALL TO ORDER:

Jones called the meeting to order at 6:00 pm.

B. ROLL CALL

Present: (9) Jennifer Andrade, Dia Bolandis, Brion Brown Jr., Brion Brown Sr., Joe Calza, Liz Dalton, Janice Georg, Susan Hellige and Ken Jones.

Absent: (2) Michelle Brown and Judy Nelson.

Also Present: Director of Parks and Recreation Kimberly Caughran.

D. DISCUSSION

E. APPROVAL OF MINUTES

A motion was made by Dalton, seconded by Bolandis to approve the minutes of the March 9, 2022, meeting. The motion carried by unanimous vote.

F. NEW BUSINESS

a. Arbor Day: Brown, Jr. has set up a tree planting at Willoughby Farm on Friday at 12:15 pm with a second-grade class from Summit Elementary School. Workers should arrive around 11:45 am. The forecast looks like rain. The rain plan will be to plant the tree without the kids.

b. Signs at Listeman Park: It was noted that a homeless person is currently utilizing Listeman Park. Caughran will report it to the homelessness coalition. Different options were discussed for potential sign replacements. Brown, Sr. asked about an engraved piece of sandstone. Caughran will investigate cost estimates.

c. Christmas Decorations at 159 Island: Brown, Sr. proposed a different design. Jones asked the board members to look into options before the next meeting.

G. OLD BUSINESS

a. 2022 Projects

i. Beltline/Highway 159 Island: Georg reported that a workday needs to be set to cut the crepe myrtle and weed and mulch. Saturday, May 7 at 7 am will be the workday. Caughran will deliver 30 bags of pine bark and arrange for a debris pick up after the cleanup.

ii. West Main Street/ Westmoreland Island: Nelson worked onsite. There is a yard waste bag that needs picked up.

iii. St. Louis Road/Caseyville Road Island: Brown, Sr. reported that he needs brush killer for the Russian sage and a load a mulch.

iv. Listeman Park: Dalton will follow up with the county to see if they will have volunteers to mulch.

v. Uptown Area: Dalton will plant the pots on Saturday.

vi. Century Oak: Looks good.

vii. Litter Pick Up: Next litter pick up is scheduled for Saturday, May 14, at 7 am

H. STAFF REPORT

Caughran reported that the Yard of the Month nomination form is available online. She reported that the City is working towards becoming a Tree City USA and will be citing the CAB as the tree board. Further, Derek Jackson will present an updated tree ordinance for review at some point in the near future.

I. COMMENTS FROM COMMISSION MEMBERS

The Board members discussed the construction of the sign at Schnucks Park. Two more rows will be added to it. Caughran will order the stone. Dalton announced that five memorial trees will be planted this year and recognized at the dedication ceremony at Willoughby Farm on July 10 at 1 pm.

K. ADJOURNMENT: A motion was made by Hellige, seconded by Dalton to adjourn the meeting at 6:44 pm.
