City of Collinsville Cool Cities Committee met April 18.

Brennan called the meeting to order at 7:00pm. The following members were present and answered roll call: Brennan, Glotfelty, and Lutz. Marconi and Young were absent.
Also Present: Deputy City Manager Derek Jackson, Kevin McKee, Virginia Wolfe-Beile, David Wolfe-Beile
APPROVAL OF MINUTES:
Glotfelty made a motion to approve the March 21, 2022, meeting minutes with corrections (remove Zoom reference and correction to date of minutes for February). Seconded by Lutz.
Voice vote: All Ayes. Motion approved (3-0)
Young arrived at 7:05pm
SPEAKERS FROM THE FLOOR
Virginia Wolfe-Beile spoke to the committee, encouraging the committee to continue doing great work advancing sustainability in the community. Wolfe-Beile provided the committee the 2021 annual report for the Three Rivers Project.
DISCUSSION
E 1. Guest Speaker – Kevin McKee, Illinois Solar Education Association
McKee provided a PowerPoint presentation to the committee. The presentation was a review of local solar energy development, with examples and thoughts on those efforts. McKee covered the volume of solar panel deployment from 2007-2019, the Climate & Equity Jobs Act (CEJA) adopted by the State of Illinois in 2021, and CEJA funding & programs. Mckee covered goals established by CEJA, including hard deadlines to close polluting plants, increase of solar and wind energy, and availability of inclusive financing. Mckee went on to cover solar projects in Collinsville, Belleville, Granite City, Alton, and Edwardsville. McKee concluded with some thoughts and recommendations for Collinsville to explore. He highlighted the solar projects at Willoughby Farm, Collinsville Aqua Park, and the City’s adopted 2020 Sustainability Plan and 2019 Greenhouse Gas Inventory. McKee identified several city facilities, including the wastewater treatment plant, water treatment plant, gateway convention center, and City Hall.
E 2. 2022 St. Louis Green Business Challenge
Jackson presented the menu of sustainability options for the 2022 St. Louis Green Business Challenge. Jackson stated that Jean Ponzi, program manager, wanted everyone to know we can pursue projects not specifically listed on the menu and that the menu was designed to be a starting suggestion point. Jackson stated that the items he would like to pursue for 2022 was the creation of a climate action plan, continuing the green recognition program, establishing a C-PACE program, partnering with Ridefinders for city employees and the community at-large, promote residential composting, pursuing Tree City USA status, and the Collinsville landfill project with Heartlands Conservancy. Jackson also shared Carol Frerker’s goals for Willoughby for the year, including sustainability programming, stormwater management, less mowing, and community outreach.

STAFF REPORT
Jackson inquired with the committee a date for cleaning up the adopt-a-highway area on Collinsville Road. The committee suggested May 7th for the next pickup.

Jackson stated he does not have any guest speakers on the next agenda. Jackson stated he doesn’t anticipate the tree ordinance update coming before the Committee until June or July. Brennan suggested introducing the new intern, Logan Pelo, at the next meeting. Jackson agreed and said he would have Logan attend the meeting.
