City of Belleville Finance Committee met July 11.

Alderman Elmore called the meeting to order at 7:00 pm. Chairman Whitaker was excused, and asked Alderman Elmore to chair the meeting. Alderman Eros was also excused. All other members were present. Emergency evacuation procedures were explained.

Alderman Elmore opened public participation. There was no public participation. Public participation was closed.

Alderman Elmore asked for a motion to approve the minutes from the June 13, 2022 meeting.

Motion

Alderman Rothweiler made a motion to approve the minutes from June 13, 2022. Alderman Ferguson seconded. All attending members voted yes. The motion passed.

Purchase of WWTP & Sewer Lines Trucks

Randy Smith is requesting that we purchase two new pickup trucks from the State bid vendor for use at the WWTP and Sewer Lines department. Alderman Elmore asked about trade ins. This is replacing some trucks that were taken out of service by accidents or scraping, so there are no salvageable trade ins.

Motion

Alderman Ferguson made a motion to waive formal bidding procedures and purchase two new Ford pickup trucks for the WWTP and Sewer Lines departments from the State bid award vendor Morrow Brothers Ford for $69,740. Alderman Schaefer seconded. Roll call vote was taken. Alderman Ferguson, Ovian, Schaefer, Rothweiler, Elmore, and Sullivan all voted yes. The motion passed.

Purchase of 2023 International Dump Truck

Jason Poole requested that we purchase this new dump truck from the State bid award vendor for use in Public Works. There is no trade in available.

Motion

Alderman Rothweiler made a motion to waive formal bidding procedures and purchase one new 2023 International HV607 SBA dump truck from State bid award vendor Rush Truck Center of Missouri for $192,129, including a Viking Cives dump body and snow removal equipment. Alderman Ferguson seconded. Roll call vote was taken. Alderman Ferguson, Ovian, Schaefer, Rothweiler, Elmore, and Sullivan all voted yes. The motion passed.

Purchase of 2023 John Deere Tractor & Trade-In

Jason Poole requested that we purchase this new tractor from the Sourcewell Cooperative Purchasing Contract #110719-JDC for use in Public Works. This would also include a $6,000 credit for a trade in of an old tractor.

Motion

Alderman Rothweiler made a motion to waive formal bidding procedures and purchase one new 2023 John Deere 5090E Tractor in the amount of $56,976.72, utilizing the Sourcewell Cooperative Purchasing Contract #110719-JDC. This price reflects trade in value of $6,000 of Case IH JX75 VIN#HFJ002129. Alderman Schaefer seconded. Roll call vote was taken. Alderman Ferguson, Ovian, Schaefer, Rothweiler, Elmore, and Sullivan all voted yes. The motion passed.

HVAC Replacements

A bid was done to replace the units at the Nichols Center, Police Department, the Library and the Parks & Recreation building (510 West Main). The price for all four came in less than what we had budgeted for just the Police Department. Alderman Elmore asked about the warranty as it relates to labor. Dean Hardt discussed the warranties. Alderman Ferguson asked about the bidding procedures and how the bids came in so much less than we had budgeted for. Jamie explained that Dean had originally looked at using Honeywell, and the price quotes used in the budget were from them.

Motion

Alderman Schaefer made a motion to approve Baer Heating & Cooling in the amount of $430,976.00 to replace HVAC units at various City buildings, as well as an additional controller software upgrade of $15,050.00 to ControlCo for the Parks & Recreation building. Alderman Ferguson seconded. Roll call vote was taken. Alderman Ferguson, Ovian, Schaefer, Rothweiler, Elmore, and Sullivan all voted yes. The motion passed.

Fire Alarm & Inspection Services at Belleville Educational Campus

Dean Hardt explained the agreements needed with Johnson Controls for fire alarm and inspection services for the buildings at the Campus.

Motion

Alderman Schaefer made a motion to enter into agreements with Johnson Controls for fire alarm and inspections services for buildings located at the Belleville Educational Campus. Alderman Sullivan seconded. Roll call vote was taken. Alderman Ferguson, Ovian, Schaefer, Rothweiler, Elmore, and Sullivan all voted yes. The motion passed.

Clearwave Contract Amendment for Dispatch

This is a $25 additional charge contract amendment for our contract with Clearwave in order to add an extra backup phone line for dispatch.

Motion

Alderman Schaefer made a motion to approve contract amendment with Clearwave for backup phone line for dispatch, as additional cost of $25 per month. Alderman Sullivan seconded. Roll call vote was taken. Alderman Ferguson, Ovian, Schaefer, Rothweiler, Elmore, and Sullivan all voted yes. The motion passed.

FY2023 Budget Amendment

The budget amendment presented in the packet is for improvements to the Veteran’s Memorial Fountain. The Veteran’s Memorial Fountain Committee approved paying for these improvements through reimbursement to the City. The budget amendment is required to have a budget line to pay for this until reimbursement is received.

Motion

Alderman Schaefer made a motion to approve the FY2023 budget amendment, as recommended by the Finance Director. Alderman Ferguson seconded. Roll call vote was taken. Alderman Eros, Ferguson, Ovian, Rothweiler, Elmore, Sullivan and Whitaker all voted yes. The motion passed.

Alderman Schaefer made a motion to adjourn at 7:28 pm. Alderman Ovian seconded. All attending members voted yes. The motion passed.
