City of Collinsville City Council met Sept. 27.

Here are the minutes provided by the council:

A. CALL MEETING TO ORDER

Mayor Miller called the meeting to order at 6:30 pm.

B. ROLL CALL

Also present: City Manager Mitch Bair, Corporate Counsel Steve Giacoletto, and City Clerk Kim Wasser.

Present: 5 - Absent: 0

Councilman Donna Green, Councilman Jeff Stehman, Councilman David Jerome, Councilman Tony Hausmann, and Mayor John Miller

E. PROCLAMATIONS/RECOGNITION/PRESENTATIONS

1. Yard of the Month Contest Winner for September

Mayor Miller presented Rosemary Hayden of 411 Camelot Dr. with a plaque and gift certificate as the Yard of the Month winner for September.

2. Proclamation - Fire Prevention Week, October 9-15, 2022

Mayor Miller read the Proclamation.

H. SPEAKERS FROM THE FLOOR

Lavadna Hines spoke of the inappropriate behavior she has witnessed by people on Main Street. She advised she has reported the issues to the Police Department and understands they (Police) are limited in what they can enforce.

Kevin Wrigley spoke of being disappointed regarding Council's decision to decline IDOT's project. He inquired of a workshop to discuss the City's budget in the event Home Rule is not approved by the voters.

J COMMENTS & ANNOUNCEMENTS - COUNCIL MEMBERS

Councilman Jerome replied to Mr. Wrigley's comments. He advised IDOT's letter of understanding was essentially a contract with minimal information. He indicated the contract needed clear language addressing maintenance requirements and responsibilities. He advised the Council is in favor of the project but only asked for clear information to be outlined in the letter of understanding with regards to maintenance responsibilities. Next, he spoke of Home Rule and indicated the City could potentially miss out on $6.5 million in sales tax should Home Rule not pass. He spoke of his concerns and the need for cut backs should we lose the funds. He indicated that nearly 2/3 of the Home Rule sales tax is made up from those purchasing items while visiting Collinsville.

K. COMMENTS & ANNOUNCEMENTS - CITY STAFF

City Manager Bair shared a presentation slide showing the percentage of visitors to Collinsville and the sales tax revenues generated for various establishments and compared that to consumers with a 62234 zip code between July 2021 through June 2022:

62234 = 31.96%

Visitors = 68.04%

Home Rule Sales Tax

62234 = $688,210.01 (29.54%)

Visitors = $1,641,839.76 (70.46%)

General Sales Tax

62234 = $1,069,755.11 (25.73%)

Visitors = $3,082,792.62 (74.24.%)

Parks and Recreation Director Kimberly Caughran mentioned upcoming events:

Fall Farm Day - October 1 at Willoughby Farm

Parts After Dark - various events throughout October including movies, trunk or treat, etc Halloween House Decorating Contest

Costume Swap - October 11-13 at Activity Center

Boot Scootin Barn Dance - October 22 at Willoughby Farm

Bonfires and Brews - November 5 at Willoughby Farm

She also advised the Parks Department is accepting applications for the Light Up Christmas Parade.

City Manager Bair advised forthcoming discussion will be had regarding Home Rule and possible budget cuts.

L. CONSENT AGENDA

City Clerk Wasser read the Consent Agenda.

1. Motion to Approve Payment of Bills for the Period Ending September 16, 2022, in the Amount of $727,007.68

2. Motion to Approve Payroll for the Period Ending September 2, 2022, in the Amount of $840,533.96

3. Motion to Approve Minutes of the September 13, 2022 Council Meeting

Mayor Miller asked if the Council wished to pull any items prior to a Motion. No items were pulled. A motion was made by Councilman Jerome, seconded by Councilman Hausmann, to approve the Consent Agenda. The motion

M. NEW BUSINESS

1. Ordinance Authorizing the Dedication of City Owned Property (Landfill) for Right of Way & Permanent Easement to Collinsville Township for Construction of the Lebanon Road Bridge Over CSX Railroad Tracks

Public Works Director Dennis Kress advised this Ordinance would dedicate a portion of the old landfill property (0.079 acres of Right-of-Way and 0.132 acres of EAsement) to the Collinsville Township for construction of the Lebanon Rd. bridge over CSX Railroad tracks. He clarified that the dedication would not impede access to the landfill property. He explained that there are no current or future plans for the property being dedicated. Staff recommends approval of dedication at no cost. A motion was made by Councilman Stehman, seconded by Councilman Green to approve. The motion carried by the following vote:

Aye: 5 - Green, Stehman, Jerome, Hausmann, and Miller

Nay: 0

2. Ordinance Authorizing the Mayor to Execute a Non-Monetary Settlement Agreement and Release of Claims by and Between the City of Collinsville, State of Illinois, Gleeson Asphalt, Inc., Oates Associates, Inc., and Illinois Bell Telephone Company, LLC, DBA AT&T Illinois

Director Kress advised this Ordinance would authorize a non-monetary settlement agreement and release of all claims between the City, Gleeson Asphalt, IDOT, Oates Associates and AT&T with regards to the South Clinton Street Reconstruction and Camelot Safe Routes to School Sidewalk Project. He advised both projects were completed in 2013 but litigation has been pending since. He advised that the City was not consulted and did not participate in the negotiations, nor provide any monetary consideration of the settlement.

A motion was made by Councilman Hausmann, seconded by Councilman Green to approve. The motion carried by the following vote:

Aye: 5 - Green, Stehman, Jerome, Hausmann, and Miller

3. Ordinance Authorizing the Mayor to Execute a Quit Claim Deed with Reservation of Easements for the City of Collinsville, Illinois (904 Daniel Drive)

Community Development Director Travis Taylor advised the owner of 904 Daniel requested the City to deed them a portion of unimproved Right-of-Way in which their home was built on. He advised the transfer of property will correct a nonconformity. The City will maintain possession of the remaining Right-of-Way.

A brief discussion was had regarding when the building was constructed. It was discussed that the construction on the home may have happened prior to the property being annexed into corporate limits.

A motion was made by Councilman Hausmann, seconded by Councilman Stehman to approve. The motion carried by the following vote:

Aye: 5 - Green, Stehman, Jerome, Hausmann, and Miller

4. Ordinance Authorizing the City Manager to Enter into an Agreement with Buxton Co. for Economic Development Software and Data

City Manager Bair advised this Ordinance authorizes a retroactive approval to execute an agreement City of Collinsville with Buxton Co. for a 2 year subscription to their web-based Economic Development Package at a cost of $30,000 per year. He explained the Package includes 3 modules:

Scout - analytic technology that includes data, mapping, market insights and report capabilities Match - helps users find retail and restaurant brands that fit for a potential site

Moblytics - allows users to define and analyze study areas by leveraging proprietary consumer mobile devise data to provide a detailed view of visitors.

He displayed software data based on perimeters depicting where Uptown visitors live (by State), their characteristics, and path of shopping during their visits. It also has business data and trends for various businesses and restaurants.

Councilman Jerome spoke of the software to be a great marketing tool that would be viable to the economic development of the City. Councilman Stehman spoke of the information to be beneficial for economic growth. Councilman Green agreed and mentioned the benefits of presenting data to potential developers and businesses alike.

A motion was made by Councilman Jerome, seconded by Councilman Green to approve. The motion carried by the following vote:

Aye: 5 - Green, Stehman, Jerome, Hausmann, and Miller

Nay: 0
