City of Collinsville Historic Preservation Commission met Nov. 2.
Here are the minutes provided by the commission:
A. CALL TO ORDER:
Chair Hines called the meeting to order at 5:30 pm.
B. ROLL CALL
Present: Lavadna Hines, Lois Metzger, Scott Rayho, Linda Rayho, Alene Hill
Absent: None
Also Present: Director of Community Development Travis Taylor, Scott Hanson with Crawford Murphy and Tilly, and Will Krause on behalf of Crawford Murphy and Tilly

D. DISCUSSION
1. Historic Preservation Design Guidelines
Community Development Director Taylor introduces consultants present on behalf of Crawford, Murphy, and Tilly (CMT), Scott Hanson and Will Krause. Director Taylor explains that CMT will be completing the scope of work funded by the State of Illinois’ Certified Local Government Grant. Specifically, Mr. Hanson and Mr. Krause will be researching and completing Historic Preservation Design Guidelines.
Mr. Krause and Mr. Hanson explain the timeline and the purpose of the document they will be creating. Mr. Krause, Mr. Hanson, and the Commission have a discussion regarding the proposed guidelines, their scope, scale, and intensity of requirements. The Commission provides feedback and guidance on their preferences for the guidelines which overall is a trend towards period-appropriate regulations which accommodate affordable options for the property owner.
E. APPROVAL OF MINUTES
Motion to approve minutes of the October 12, 2022 meeting – Scott Rayho moved to approve the minutes of the October 12 2022 meeting, seconded by Linda Rayho. The motion passed by unanimous voice vote

I. COMMENTS FROM COMMISSION MEMBERS
1. Update on Friends of DD Collins House
Ms. Hines provides an update on the Collins house and upcoming events. Ms. Hines notes that the house will not be open in January and February.
2. Comments from Commission
The Commission discusses the upcoming light-up parade and upcomins events at the Miner’s theatre.
J. ITEMS FOR NEXT AGENDA
Director Taylor notes that the Commission will not meet in December as previously discussed by the Commission members.
K. ADJOURNMENT: A motion was made by Linda Rayho, Seconded by Alene Hill to adjourn the meeting at 6:52 pm. The motion passed by a unanimous voice vote.
