City of Edwardsville Board of Fire & Police Commissioners met March 7

Here are the minutes provided by the board: 

A Regular Meeting of the Board of Fire & Police Commissioners was called to order at 5:00 p.m. in the Governor Ford Conference Room at Edwardsville City Hall with Chairman, John W. McCracken, presiding.

Commissioners Attending: John W. McCracken, John Cunningham, Mary Ann Harris, Jean Hughes and Roger L. Huber. Also Attending: Police Chief Michael Fillback; City Attorney Jeff Berkbigler; HR Director Amanda Tucker and EPD Detective Sergeant Matt Sensi

Public Comment: No comments to be heard from the public were either submitted by email or telephonically

Approval of Prior Minutes: Commissioner Hughes moved to approve the Minutes of the Regular Meeting held February 7, 2023, along with the correction made to the Minutes of January 24, 2023. The Motion was seconded by Commissioner Harris. Motion carried.

Administrative: Commissioner Cunningham moved to adjourn this Regular Meeting and reconvene in Executive Session. Commissioner Hughes seconded the Motion with all Commissioners voting "aye."

With a Second to the Motion by Commissioner Harris, Commissioner Hughes arose from Closed Session to reconvene in Open Session. Motion carried.

Fire Department:

Police Department:

Based upon a review of an intensive background Investigation presented by Detective Sergeant Matt Sensi and HR Head, Amanda Tucker; as well as, a personal follow-up interview for Lateral-Entry Probationary Patrol Officer Candidate, Lucas W. Ostendorf, Commissioner Harris made a Motion to rescind the Conditional Offer of Employment made to this individual and not to hire him. Commissioner Cunningham seconded the Motion which carried unanimously.

Mindful of the decision not to hire Candidate Ostendorf, Commissioner Hughes made a Motion to proceed with commencing an in-depth background investigation on the next ranking Lateral Candidate, Amber Hawkins (#2). Commissioner Harris seconded the Motion, which carried with all Commissioners voting "Aye."

With no further business to be conducted, the Meeting was adjourned at 6:45 p.m.
