City of Fairview Heights City Council met March 21.

Here are the minutes provided by the council:

The regular meeting of the Fairview Heights City Council was called to order at 7:00 p.m. by Mayor Mark T. Kupsky in the City Council Chambers, 10025 Bunkum Road, Fairview Heights, IL and also remotely due to the COVID19 Pandemic with the Pledge of Allegiance and Invocation by City Clerk Karen J. Kaufhold. 

ROLL CALL 

Roll call of Aldermen present: Aldermen Anthony LeFlore, Denise Williams, Frank Menn, Josh Frawley, Barbara Brumfield, Harry Zimmerman and Pat Peck. Alderman Brenda Wagner attended virtually. Alderman Ryan Vickers attended virtually unexcused. Alderman Bill Poletti was absent. City Clerk Karen Kaufhold and Attorney Andrew Hoerner were present. 

PUBLIC PARTICIPATION 

Margaret Sullivan spoke about street repairs needed on Marcinah Lane. 

CONSENT AGENDA 

Alderman LeFlore moved to approve the March 7th City Council minutes, Finance Director's Report and the bills and invoices presented for payment in the amount of $1,632,008.39. Seconded by Alderman Williams. 

Roll call on the motion showed Aldermen LeFlore, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman and Peck voting "Yea." Alderman Vickers voted present and Alderman Poletti was absent. Motion passed on 9 yeas and 1 absent. 

COMMITTEE REPORTS 

Mayor Kupsky stated that after the City Council meeting there is an Administration Committee meeting for Budget Review as part of the Finance Committee. An Executive Session will also be held near the end of tonight's City Council meeting. The Mayor also mentioned the Administration Committee meeting will continue on Wednesday, March 23rd following the Community Committee which begins at 7:00 P.M. 

COMMUNICATIONS FROM THE MAYOR 

Mayor Kupsky recognized the birthday of Alderman Denise Williams. The Mayor thanked all the directors and the Finance Department for putting the budget together. Easter is approaching and there are many events including an Adult Easter Egg Hunt. On April 1st there will be a couple of Easter Egg Hunts, a children's egg hunt at Moody Park at 11:00 A.M. and another at 12:00 P.M. at the Miracle League Field for individuals with special needs. On April 8th, there is an Aquatic Egg Hunt at The Rec, and finally on April 15th a Doggy "Egg Hunt" at Pleasant Ridge Park. 

COMMUNICATIONS FROM ELECTED OFFICIALS 

Alderman Peck thanked all Directors of City Departments for compiling and submitting the Annual Reports. Alderman Peck also provided a report on the most recent Trekking for Trash event which had 21 volunteers that collected 30 bags of trash. Huck's and Cafe Biz 618 have donated snacks and coupons for the volunteers.

NEW BUSINESS 

Proposed Ordinance No. 01-'23, an Ordinance repealing Chapter 16, of Ordinance No. 190, "The Revised Code," Chapter 16, Fees and Salaries, Article I Salaries, and establishing a new Article | Salaries; an Ordinance establishing salaries of appointed officials and employees of the City of Fairview Heights, IL 2022-2023. Motion by Alderman Peck. Seconded by Alderman Brumfield. Proposed Ordinance No. 01-'23 was read for the first time. 

Proposed Resolution No. 07-23, a Resolution amending Resolution No. 4208-2018, passed March 21, 2018; a Resolution authorizing departmental force levels - Police Department. Motion by Alderman LeFlore. Seconded by Alderman Peck. 

Roll call on Proposed Resolution No. 07-'23 showed Aldermen LeFlore, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman and Peck voting "Yea." Alderman Vickers voted present and Alderman Poletti was absent. 

Proposed Resolution No. 07-'23 passed on 9 yeas and 1 absent. 

Proposed Resolution No. 07-'23 now becomes RESOLUTION NO. 4478-2023. 

Proposed Resolution No. 08-'23, a Resolution authorizing the mayor to enter into a Purchase Agreement with Warning Lites of Southern Illinois for the purchase of one (1) Traffic Logix Speed Trailer for use by the Fairview Heights Police Department. Motion by Alderman LeFlore. Seconded by Alderman Brumfield. 

Roll call on Proposed Resolution No. 08-'23 showed Aldermen LeFlore, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman and Peck voting "Yea." Alderman Vickers voted present and Alderman Poletti was absent. 

Proposed Resolution No. 08-'23 passed on 9 yeas and 1 absent. 

Proposed Resolution No. 08-'23 now becomes RESOLUTION NO. 4479-2023. 

Alderman Zimmerman moved to go into Executive Session pursuant to 51LCS 120/2(c)(5) -Purchase or Lease of Real Property. Seconded by Alderman LeFlore. 

Roll call on the motion showed Aldermen Vickers, LeFlore, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman and Peck voting "Yea". Alderman Poletti was absent. Motion passes with 9 yeas and 1 absent. 

Mayor Kupsky recessed the City Council meeting at 7:16P.M. 

Mayor Kupsky reconvened regular session at 7:46P.M. 

Roll call of Alderman present showed Alderman LeFlore, Williams, Menn, Frawley, Brumfield, Zimmerman and Peck. Alderman Vickers, Poletti and Wagner were absent. City Clerk Karen Kaufhold, Attorney Andrew Hoerner, Director of Land Use and Development Dallas Alley and Public Works Director John Harty were also present. 

Alderman Menn moved to adjourn. Seconded by Alderman Zimmerman. Motion carried. 

Meeting adjourned at 7:46p.m.
