City of Belleville Historic Preservation Commission met April 18

CALL TO ORDER

Mr. LeChien called the meeting to order at 7:00 pm

No Emergency Procedures were given

PUBLIC PARTICIPATION

No Participation

DESIGN REVIEW REQUEST(S)

319 East D St. Homeowner: James and Angelia Donovan

            Request to install an awning on three locations on the property. One is on the east side of the building, covering an exterior staircase that leads to the entrance to a basement apartment. Second and third will be on the northeastern corner and north side covering the respective entrances. The awnings would be canvas fabric that is burgundy in color.

Mr. Dominque - Motioned to adjourn.

Ms Hettenhausen - Seconded.

Motion passed unanimously.

Staff Liaison Report: Approved on 4/12/2023 by Eric Schauster (City Liaison)

           404 Sycamore St. New Beginnings Church

           Request Painting the Trim and Front Porch Trim "historic grey" and "alpine trail". Replace 2 side doors which will match the current color scheme. The doors will match the current doors (which have no windows) and one will have a mail slot.

OFFICER'S REPORTS

Chairperson's Report: No Report

Secretary Report: Mr. Owens presented the March 29, 2023 minutes which were created by Molly McKenzie in Mr. Owens' absence of the March meeting.

          Ms McKenzie - Motioned to adjourn.

          Ms Hettenhausen - Seconded. Motion passed unanimously.

          Treasurer's Report:

Mrs. Hettenhausen shared that the funds available to the commission is: Budget: $0; Savings $0 as of April 1, 2023.

NEW/ OLD BUSINESS

Discussion on vacant properties in Hexenbuckel District

Eric talked to Scott Tyler, Joe Werner, and City Attorney with buildings and two others who are going to talk to us in the May meeting.

Design Review Manual

Mr. Schauster grants are open until June...October granted at new Federal fiscal year and application are ready to be sent. Look at existing manual stakeholders, and other communities who have DRR. Send draft to commission. (if grant is approved). Updated materials and directions for homeowners and what they need to do. Design Review not on the table because that is working.

107 East 'D' St. Update

Mr. Schauster gave an update and timeline for proposals to be entered. 4 people walked through. 1 submission was received by the city to the but not complete. City didn't agree with proposal. City will be putting it back RFP.
