City of Belleville Finance Committee met April 10.

Here is the minutes as provided by the committee:

Chairman Whitaker called the meeting to order at 7:00 pm. Alderman Ferguson and Alderman Elmore were excused. All other committee members were present. Chairman Whitaker introduced guests. Emergency evacuation procedures were announced.

Chairman Whitaker opened public participation. There was no public participation. Public participation was closed.

Chairman Whitaker asked for a motion to approve the minutes from the March 13, 2023 meeting.

Motion

Alderman Schaefer made a motion to approve the minutes from March 13, 2023. Alderman Rothweiler seconded. All attending members voted yes. The motion passed.

Disposal of Surplus Property from the Campus

Chairman Whitaker asked that the original motion on the agenda be amended to provide at least 14 days for department heads to review the items available to make sure they do not want anything for their departments. Dean Hardt explained that most of the items are not in good condition. Discussion followed.

Motion

Alderman Schaefer made a motion to approve disposal of surplus property from SIJWDC, after at least 14 days in order for other departments to have a chance to review if they need anything before disposal. Alderman Rothweiler seconded. Roll call vote was taken.

Alderman Duco, Ovian, Schaefer, Rothweiler, Sullivan and Whitaker all voted yes. The motion passed. This motion will not be forwarded onto City Council until the 5/1/23 meeting to allow time for review.

Purchase of Infrastructure Servers for IT Department

Eric Walls explained that these servers are needed to replace most of the hardware in place now, and provide for a much better system for storage, capacity and safety. Discussion followed.

Motion

Alderman Schaefer made a motion to approve purchase of infrastructure servers for the IT Department in the amount of $103,245.59 from CDW-G. Alderman Sullivan seconded. Roll call vote was taken. Alderman Duco, Ovian, Schaefer, Rothweiler, Sullivan and Whitaker all voted yes. The motion passed.

Budget Amendments for FY2023

Jamie Maitret explained the budget amendments presented.

Motion

Alderman Schaefer made a motion to approve FY2023 budget amendments, as recommended by the Finance Director. Alderman Sullivan seconded. Roll call vote was taken. Alderman Duco, Ovian, Schaefer, Rothweiler, Sullivan and Whitaker all voted yes. The motion passed.

FY2023/2024 Budget

The budget was presented at the March 2023 meeting. There have been no changes recommended since then.

Motion

Alderman Ovian made a motion to approve the FY2023/2024 budget. Alderman Schaefer seconded. Roll call vote was taken. Alderman Duco, Ovian, Schaefer, Rothweiler, Sullivan and Whitaker all voted yes. The motion passed.

Revenue Sources

Motion to receive and file.

Motion

Alderman Schaefer made a motion to receive and file the revenue sources. Alderman Rothweiler seconded. All attending members voted yes. The motion passed. Chairman Whitaker read a statement from Alderman Elmore regarding a storage tax.

Motion to Adjourn

Alderman Rothweiler made a motion to adjourn at 7:10 pm. Alderman Schaefer seconded. All attending members voted yes. The motion passed.
