City of Edwardsville Board of Fire & Police Commissioners met May 2

A Regular Meeting of the Board of Fire & Police Commissioners was called to order at 5:00 p.m. in the Mayor's Conference Room at Edwardsville City Hall with Chairman, John W. McCracken, presiding.
Commissioners Attending: John W. McCracken, John Cunningham, Mary Ann Harris, Jean Hughes and Roger L. Huber. Also Attending: Police Chief Michael Fillback; City Attorney Jeff Berkbigler and EPD Detective Mark Lask
Public Comment: No comments to be heard from the public were either submitted by email or telephonically
Approval of Prior Minutes: Commissioner Hughes moved to approve the Minutes of the Regular Meeting held April 4, 2023. The Motion was seconded by Commissioner Cunningham. Motion carried.
Administrative:
At 5:05 pm, Commissioner Harris made a Motion to adjourn to Closed Session in order to hear a presentation by Detective Lask regarding a full background investigation and conduct a Final Interview for Lateral Patrol Officer Candidate Amber A. Hawkins. Commissioner Cunningham seconded the Motion, which carried with all Commissioners voting "aye."
At 6:40 pm, Commissioner Harris arose from Closed Session to move to adjourn from Closed Session and return to Open Session. Commissioner Hughes seconded the Motion, which carried unanimously.
After re-convening in Open Session, Commissioner Cunningham made a Motion, seconded by Commissioner Hughes to withdraw the Conditional Offer of Employment tendered to Lateral Candidate, Amber A. Hawkins and NOT HIRE her for the rank of Probationary Patrol Officer. Motion carried unanimously.
On a Motion made by Commissioner Cunningham seconded by Commissioner Harris, the following individuals were appointed to fill positions on the Board for the ensuing year: Chairman, John W. McCracken; Vice-Chairman, Jean Hughes; Secretary to the Board, Roger L. Huber. Motion carried unanimously.
Police Department:
After a further review of Oral Interview Questions and Scoring for the Rank of both (New and Lateral) Candidates for the rank of Probationary Patrol Officer, it was confirmed that Oral Interviews for New Applicants are to be conducted on the evenings of May 23, 24 and 25, 2023 in the Training/Conference Room in the Public Safety Building.
Chief Fillback re-confirmed that Monday, September 11 and Monday, September 18, 2023 have been selected as the two dates to conduct Written Promotional Testing for the ranks of Police Sergeant and Police Lieutenant through testing materials provided and scored by Fire & Police Selection, Inc. (FPSI), a vendor that has been used before. September 25 has been chosen as the date for the conduct of Oral Interviews for both ranks.
With no further business to be conducted, the Meeting was adjourned at 7:15 p.m.
