Here are the minutes provided by the committee:

Chairman Alderman Randle called the meeting to order at 6:00 p.m. 

Public Participation 

None 

Approval of Minutes 

Alderwoman Schneider made a motion to approve the minutes from April 17, 2023. Alderman Weygandt seconded the motion. All members were in favor by voting aye. 

Assistant Director of Public Works 

Jason Poole gave an overview of the Public Works Department. 

The department is removing tree limbs, stockpiling the debris at the previous swimming pool vacant lot. Jason has contacted AgriCycle to tub grind it. 

The department has been cleaning the downtown area for the upcoming events. 

Rain events were an issue for the East side of town. The Orchards Subdivision and Belle Valley/Cool Valley had endured some flooding. There were no clogged box culverts; they were either cleaned out prior to the rain or they have been flushed out from the rain. Fairway Dr., Tigers Way and Jack Nicholas had flooded. Debris along Tigers Way will be removed as soon as possible. 

Jason requests patience as his department is currently experiencing a staff shortage. Chairman Alderman Randle requests the committee to use the Report of Concern when notifying the department of issues, during this staff shortage. 

New Business 

1. Lebanon Ave. Joint Funding Agreement 

Motion to approve Joint Funds for Lebanon Ave., in the amount of $948,000.00. The extent of the project is F Street to South of Elmwood Drive, length of .31 mi., and Bristow Street to Illinois 161, length of .59 mi. (TIF 3 and STU Funds) 

Alderman Dintelman made a motion to approve Joint Funds for Lebanon Ave., in the amount of $948,000.00. The extent of the project is F Street to South of Elmwood Drive, length of .31 mi., and Bristow Street to Illinois 161, length of .59 mi. Alderman Weygandt seconded the motion. Members voted aye in a roll call vote: Schneider, Duco, Dintelman, Rothweiler, Weygandt, Sullivan, Randle. Motion carries. 

2. Motion to approve the standard annual MFT IDOT Contracts showing in the following list: 

2a. 2024 Asphalt Patch Program 

Motion to approve Rooters Asphalt, lowest responsive  bidder, in the amount of $579,143.01. 

2b. 2024 Concrete Patch Program 

Motion to approve Hank's Excavating & Landscaping, Inc., lowest responsive bidder, in the amount of $294, 199.00. 

2c. 2024 Materials Program; Asphalt Group 2A, 2B 

Motion to approve Christ Bros. Products, LLC, lowest responsive bidder, in the amount of $238,000.00. 

2d. 2024 Materials Program; Aggregates Group 1A, 1B 

Motion to approve Beelman Logistics, LLC, lowest responsive bidder, in the amount of $52,852.00. 

2e. 2024 Materials Program; Culverts Group 7 

Motion to approve Metal Culverts, Inc., lowest responsive bidder, in the amount of $39,536.96. 

2f. 2024 Materials Program; Concrete Group 8 

Motion to approve Concrete Supply of Illinois, lowest responsive bidder, in the amount of $16,250.00. 

2g. 2024 Pavement Striping 

Motion to approve lowest responsive bidder.

Concrete Supply of Illinois, lowest bidder, in the amount of $16,250.00 for 2024 Materials Program; Concrete Group 8. No bids were received for 2024 Pavement Striping. Alderman Rothweiler seconded the motion. 

Following discussion, members voted aye in a roll call vote: Schneider, Duco, Dintelman, Rothweiler, Weygandt. Sullivan, Randle. Motion carries. 

3. 313 Woodberry Dr. Culvert Replacement 

Motion to approve Hank's Excavating & Landscaping, Inc. in the amount of $25,000.00 for repair of failed sewer repair near 313 Woodberry Dr. (ARPA Funds) 

Alderman Weygandt made a motion to approve Hank's Excavating & Landscaping, Inc. in the amount of $25,000.00 for repair of failed sewer repair near 313 Woodberry Dr. Alderwoman Schneider seconded the motion. 

Members voted aye in a roll call vote: Schneider, Duco, Dintelman, Rothweiler, Weygandt. Sullivan, Randle. Motion carries. 

Miscellaneous/Aldermanic Discussion 

Alderman Weygandt asks why we did not receive any striping bids. 

Sal explained this is the second time we have placed the Striping Contract out for bid. The contractors are so busy with what we have given them, they are too busy to take on another project. The striping contractors are too busy and are not able to deliver. 

Alderman Rothweiler asks if we may contract the striping with IDOT. 

Sal explained the Engineering Department could authorize contracts less than then thousand dollars to stripe the necessary safety areas. This amount would not cover a lot of areas throughout the city. Or, we could wait to complete striping next year. He added, we could make this a larger contract by using ARPA funds to see if contractors will bid on the project. Some residents will be upset if striping is completed on pavement where repairs or improvements are needed. If striping is not completed, then safety is a concern. Sal recommends striping around schools and in certain intersections to be completed by utilizing a contract less than ten thousand dollars. 

Alderman Weygandt asks if the equipment for striping is expensive and if this can be performed in house. Sal explained Jason is currently short-staffed and does not have the staff to perform this task. Sal also explained to empower the Public Works Department, Jason needs to have the resources and staff to do work within the city. The Engineering Department can not issue work orders for small items. 

Jason explained, Public Works is able to stripe a crosswalk or other small areas, however, they are not equipped to stripe large or long roadways. Public Works performs concrete repairs, sidewalk repairs and curb patches, just not in a large magnitude due to staffing, and other department responsibilities. 

Alderman Weygandt asks Jason if he had estimates for a hot box. Jason explained he has received one quote and is waiting on the second quote. 

Alderman Rothweiler asks if we have received the engineering study results for Belle-Valley flooding. Sal explained we have engaged the analysis and design. Oates Associates has the project. He explained they are watching the detention basin next to the concrete business. If water does not build in it, the outlet structure is not performing, and it could be the reason for the water not rising. The outlet structure may need to be redesigned to get the water off the street by using concrete structures. The consultant has reviewed several options. They will finalize the preliminary study, then they will start with the design so we can have a biddable set of plans to solve the problem. 

Alderwoman Duco requested information as to the "bump" sign located along N. 17th Street, by the Norfolk Southern Railroad crossing. Sal explained the sign is the responsibility of the railroad 

company. 

Alderwoman Schneider asks if the cold patch will be completed before winter. Jason answers Yes. She also asks what to do about the broken barricade that is lying along B Street. Jason stated they will pick it up. 

Alderwoman Schneider asks if the ditch drain on Muren Blvd. & Kansas will be repaired. Jason explained he will check to be sure cold patch repairs are planned for this area. 

After discussion, the meeting was adjourned.

A motion to adjourn the meeting was made by Alderwoman Duco at approximately 6:32p.m. Alderman Weygandt seconded the motion. All members voted eye. Motion carried.
