City of Edwardsville City Council met June 20.

Here are the minutes provided by the council:

The regularly scheduled meeting of the Edwardsville City Council took place at 7:01 p.m. at Edwardsville City Hall, located at 118 Hillsboro Avenue in Edwardsville, Illinois, with Mayor Risavy presiding.

The Pledge of Allegiance recited by all present.

Aldermen Morrison, Warren, Grant, Farrar, Burns and Miracle answered present on roll call. Alderman Krause was absent-excused.

Mayor Risavy welcomed everyone in attendance and those viewing on Facebook Live to the meeting.

Special Recognition/Proclamations/Oaths 

Mayor Risavy announced the Citizen Commendation Award-Michael Lask. Deputy Chief Lybarger came forward to present the award. On Saturday, April 8, 2023 observed that his neighbor's house was on fire. He alerted his spouse to call 911 and went to alert the residents of the fire. A resident on the second floor was unable to evacuate. Mr. Lask got his ladder and assisted the resident exit the residence. He did not hesitate to assist a citizen in need. Thank you!

Mayor Risavy announced Citizen Commendation Award-Earl Smith Jr. and the Lifesaving Award-Officer Christopher Noga. Deputy Chief Lybarger came forward to present the awards. On Wednesday, March 15, 2023, Officer Noga responded to the area of SIUE North Access Road in response to a pedestrian struck by a truck. Upon arrival, they found a citizen (Earl Smith Jr.) had already stopped and applied a make shift tourniquet from his belt to help stop the bleeding. When Officer Noga arrived, he assisted in rendering first aid to the victim. When paramedics arrived, they took over. Officer Noga and Mr. Smith stayed with the victim and offered assistance. Chief Whiteford said the tourniquets applied by both Mr. Smith and Officer Noga helped to save the victims life. Thank you!

Mayor Risavy announced the Firefighter of the Year-Lieutenant Brett Milton. Chief Whiteford came forward to present the award. Chief Whiteford said Lieutenant Milton is a twenty-two veteran of the Edwardsville Police Department. He was selected for the award due to his contributions to the department in 2022. Lieutenant Milton is a trained school inspector and inspects our local schools for fire code violations. He manages the fire hose testing and replacement program. Lieutenant Milton is a member of the Madison County Technical Rescue Team and responds to unusual events. He serves as a liaison to the probationary firefighters providing mentorship and training. Lieutenant Milton is an advocate for the department and makes himself available both on and off duty. Thank you for your service!

Mayor Risavy announced the Paramedic of the Year Firefighter Jason Hatcher. Chief Whiteford came forward to present the award. Chief Whiteford said Firefighter Hatcher is a fourteen-year veteran of the Edwardsville Fire Department. He came to Edwardsville with nine years' experience from another municipality. Jason was selected for this award based on his contributions to the department in 2022. He is a dedicated paramedic and firefighter. He responded to more than 275 EMS calls in 2022. Jason is the finest patient advocate in the department and is always willing to go the extra mile for clients. His patient care reports enable the hospitals to continue exceptional care. Firefighter Hatcher is part of the quality control team. He is always willing to educate and mentor new paramedics. Thank you for your service!

Mayor Risavy announced and read the Pollinator Pathway City Proclamation. The proclamation presented to Sarah Cundiff.

Mayor Risavy opened the public comment portion of the meeting. Two citizens came forward to make public comment. The first public comment was from Ms. Stephanie Malench. Ms. Malench resides at 1001 St. Louis Street in Edwardsville. She suggested the Historic Preservation guidelines be updated. She stated the guidelines were written in 2016. The Historic Preservation Commission denied Ms. Malench's request to install solar panels. Ms. Malench said that homeowners are protected by Illinois law and cannot restrict solar panels.

The second public comment came from Ms. Sarah Cundiff. Ms. Cundiff represents Edwardsville Beautification and Tree Commission and presented information on the Pollinator Pathway Program. The City of Edwardsville is a Pollinator Pathway city. There are three hundred Pollinator Pathway cities in the United States. Edwardsville is the first in Illinois. Many groups put in time and effort to make this possible. The groups include:

The Children's Museum (Discovery Garden, Micro-Forest and Pollinator Patch) Heartlands Conservancy (Boehm Woods and Poag Sand Prairie)

Good Dirt Community Garden (Pollinator Garden at the YMCA Community Garden) Dunlap Lake Property Owners Association (Common Area Community Pollinator Gardens)

Beautification and Tree Commission in partnership with the Parks and Recreation Department (Clock Tower Garden, Historic Leclaire Field Garden and the Main Street Flower Pots)

Nature Preserve Foundation (Watershed Nature Center)

1820 Stephenson House (Historic Gardens)

Madison County Transit (Monarch Valley Trail Pollinator Patch)

Southern Illinois University (Community Teaching Garden)

Center for Spirituality and Sustainability (Fuller Dome Gardens)

Liberty Middle School (Courtyard Classroom Garden).

All of these gardens featured on the website www.pollinators-pathways.org.

Ms. Cundiff thanked Mary Grouse. She connected all of organizations and put in many hours to make this happen! Alderman Morrison asked about how to get information on native plants. Ms. Cundiff recommended www.gonative.org.

Motion by Morrison, second by Burns to approve a Class-B-Retail sale of alcohol for consumption on the premises only, Kimchi Guys, 6151 Trace Parkway Drive, Suite B, Edwardsville IL 62025.

Roll Call: Six Ayes with Aldermen Morrison, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried.

Motion by Grant, second by Warren to approve a Class-B-Retail sale of alcohol for consumption on the premises only, Drunken Fish, 6151 Trace Parkway Drive, Suite A, Edwardsville IL 62025.

Roll Call: Six Ayes with Aldermen Morrison, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried.

Motion by Morrison, second by Warren to approve the appointment of Alison Lamothe to the Human Relations Committee with a term ending April 2025.

Minutes of the Public Safety Committee meeting held on June 01, 2023 presented for information and file.

Motion by Burns, second by Farrar for approval of Claims with the amounts - Regular $2,065,595.72 and Pre-Paid Claims $327,548.97 for a total of $2,393,144.69

Roll Call: Six Ayes with Aldermen Morrison, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried.

Motion by Burns, second by Farrar to approve a Resolution Authorizing the Sole Source Purchase of 2023 Ford F150 Crew Cab 4X4 Pickup and Associated Equipment. Chief Whiteford came forward to provide information on the purchase. This is replacement for a 2001 Ford Explorer.

Roll Call: Six Ayes with Aldermen Morrison, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried.

Public Safety Committee 

Minutes of the Public Safety Committee meeting held on May 30, 2023 presented for information and file.

Motion by Farrar, second by Morrison for approval of a Resolution Authorizing the Sole Source Purchase of Holmatro Extrication System at a Cost Not to Exceed $53,132.00. Chief Whiteford commented the hydraulic extraction tools are used for rescue. The current set was used in rescue during the tornado. Chief said they were damaged and have excessive wear. The Amazon Corporation has donated money to fund a replacement. The damaged set was repaired.

Public Safety Committee will meet on Tuesday, June 27, 2023 at 5:30 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025.

Public Services Committee 

Minutes of the Public Services Committee meeting held on May 30, 2023 presented for information and file.

Motion by Warren, second by Morrison for approval of a Resolution Approving a Right of Way Easement to Southwestern Electric Cooperative, Inc. on City Property. Roll Call: Six Ayes with Aldermen Morrison, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried.

Motion by Warren, second by Miracle for approval of a Change Order #1 for the IL 159 Shared Use Trail Phase 1&2 in the increased amount of $27,633.00.

Alderwoman Warren commented the increase was due to obtaining materials to finish the project. Alderman Farrar asked how the city was obtaining the funds. Eric Williams answered it will fall within the grant amounts.

Roll Call: Five Ayes with Aldermen Morrison, Warren, Grant, Burns and Miracle voting aye. Alderman Farrar voted nay. Motion carried.

Motion by Warren, second by Miracle for approval of a Resolution Authorizing the Mayor to Execute a Joint Funding Agreement for PE/ROW for State-Let Construction Work for the Route 157 Shared Use Path Phase 4, Section 21-00111-02-BT. Alderwoman Warren said this is for the portion of the path from Enclave Blvd. to Schwarz Street. Agreement is for preliminary engineering.

Roll Call: Six Ayes with Aldermen Morrison, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried.

Public Services Committee will meet on Tuesday, June 27, 2023 at 4:30 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025.

Administrative & Community Services Committee 

Minutes of Administrative & Community Services Committee meeting on June 01, 2023 presented for information and file

Motion by Grant, second by Burns to approve an Ordinance establishing the Park North Business District; approving a business district plan; Authorizing the imposition and collection of a sales tax within such business district; and approving certain actions in connection with the establishment of such business district.

Alderwoman Grant commented this is for the 1% tax. She said it meets the business district definition. The tax will help offset the roads. Alderman Morrison asked if the tax has a sunset. Jeff Berkbigler answered it is a twenty-three year commitment. The city council can retire earlier of the obligations are met.

Roll Call: Six Ayes with Aldermen Morrison, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried.

Alderwoman Grant presented an Ordinance Amending Chapter 118, Article II, of the Codified Ordinances of the City of Edwardsville (Sewer) for first reading.

Alderwoman Grant presented an Ordinance Amending Chapter 114, Article II of the Codified Ordinances of the City of Edwardsville (Traffic Control) for first reading.

Motion by Grant, second by Burns to approve a Resolution approving the agreement between The City of Edwardsville and the Great Rivers & Routes Tourism Bureau. Alderwoman Grant commented this is the same annual agreement we have with the organization. Alderman Farrar asked about how the group performs. The city receives reports and the group holds an annual summit to review their accomplishments. Roll Call: Six Ayes with Aldermen Morrison, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried.

Motion by Grant, second by Farrar to approve the Colonel Benjamin Stephenson House Special Park Fund funding request $23,000.

Roll Call: Five Ayes with Aldermen Morrison, Warren, Grant, Farrar and Burns voting aye. Alderwoman Miracle abstained. Motion carried.

Motion by Grant, second by Burns to approve the Edwardsville Children's Museum Special Park Fund funding request $30,000.

Roll Call: Six Ayes with Aldermen Morrison, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried.

Motion by Grant, second by Burns to approve the City of Edwardsville Commerciale Building Façade Application for C.W. Byron Properties at 122, 124, 126 N. Main St. in the amount not to exceed $8,665.25.

Alderman Morrison asked about the buildings. This includes the Foundry and Bryan Cave offices. The improvements are to second floor windows.

Roll Call: Six Ayes with Aldermen Morrison, Warren, Grant, Farrar, Burns and Miracle voting aye. Motion carried.

Motion by Grant, second by Burns to approve a Resolution Amending Annexation Agreements.

Eric Williams said this suspends the annexation fee for new homes. The areas are where new building is happening.

Mayor Risavy announced the Edwardsville Symphony on Sunday, band at City Park on Friday. The council also reminded everyone of Goshen Market's Burgers & Brews event on Saturday evening.

There being no further action required, Council adjourned at 7:45 p.m. with a motion by Morrison and second by Miracle.
