City of Edwardsville Board of Fire & Police Commissioners met Sept. 5.

Here are the minutes provided by the board:

A Regular Meeting of the Board of Fire & Police Commissioners was called to order at 5:00 p.m. in the Governor Ford's Conference Room at Edwardsville City Hall with Chairman, John W. McCracken, presiding.

Commissioners Attending: John W. McCracken, John Cunningham, Mary Ann Harris, Jean Hughes and Roger L. Huber. Also Attending: Police Chief Michael Fillback; Fire Chief James Whiteford; City Attorney Jeff Berkbigler; HR Director Amanda Tucker and EPD Detectives, Mark Lask and Conor Hoyland

Public Comment: No comments to be heard from the public were either submitted by email or telephonically

Approval of Prior Minutes: Commissioner Hughes moved to approve the Minutes of the Regular Meeting held July 11, 2023, along with the Minutes of a Special Meeting held August 15, 2023 and a Closed Meeting convened August 15, 2023. The Motion was seconded by Commissioner Harris. Motion carried.

Communications: The Board acknowledged receipt of a letter from Mayor Risavy dated September 5, 2023 authorizing the hiring of a police officer to backfill a vacancy resulting from the resignation of Officer Brennan Vahle.

Administrative:

At 5:05 pm, Commissioner Harris made a Motion to adjourn to Closed Session in order to hear presentations by Detective Hoyland and Detective Lask, along with HR Director Tucker regarding full background investigation(s) for Fire Fighter-EMT Candidate Braden F. Patterson and Patrol Officer Candidate Jutin K. Von Bokel respectively. Commissioner Cunningham seconded the Motion, which carried with all Commissioners voting "aye."

At 5:50 pm, Commissioner Cunningham arose from Closed Session to move to adjourn from Closed Session and return to Open Session. Commissioner Hughes seconded the Motion, which carried unanimously.

After re-convening in Open Session, Commissioner Cunningham made a Motion, seconded by Commissioner Hughes to withdraw the Conditional Offer of Employment previously tendered to Candidate Patterson and hire him for the rank of Probationary Firefighter-EMT. Motion carried unanimously.

Once again at 5:55 pm, on a Motion by Commissioner Hughes with a second by Commissioner Harris, the Board returned to Closed Session to review and discuss the pre-employment background investigation of Probationary Patrol Officer Candidate Justin K. Von Bokel, who was once again personally interviewed to determine his fitness for duty.

At the conclusion of the Board's discussions, Commissioner Cunningham arose from Closed Session and moved to return to Open Session at 6:15 pm, whose Motion was seconded by Commissioner Harris. Motion carried with all Commissioners voting "aye."

With a second to the Motion by Commissioner Harris by Commissioner Hughes, the Conditional Letter of Employment previously tendered to Candidate Justin K. Von Bokel was withdrawn and he was hired to the full-time position of Probationary Patrol Officer. Motion carried unanimously.

Police Department: 

Chief Fillback re-confirmed that Monday, September 11 and Monday, September 18, 2023 have been selected as the two dates to conduct Written Promotional Testing for the ranks of Police Sergeant and Police Lieutenant through testing materials provided and scored by Fire & Police Selection, Inc. (FPSI), a vendor that has been used before. Monday, October 2, 2023 has been chosen as the date for the conduct of Oral Interviews for both ranks by guest panelists from other agencies. Individuals of the Board will monitor, but not score, these proceedings

With no further business to be conducted, the Meeting was adjourned at 6:45 p.m.
