City of Fairview Heights City Council met Sept. 5.

Here are the minutes provided by the council:

The regular meeting of the Fairview Heights City Council was called to order at 7:00 p.m. by Mayor Mark T. Kupsky in the City Council Chambers, 10025 Bunkum Road, Fairview Heights, IL and also conducted virtually for guest attendees and City Council members per Resolution 4391-2021 with the Pledge of Allegiance and Invocation by City Clerk Karen J. Kaufhold.

ROLL CALL

Roll call of Aldermen present: Aldermen Anthony LeFlore, Bill Poletti, Denise Williams, Frank Menn, Josh Frawley, Barbara Brumfield, Brenda Wagner, and Pat Peck. Aldermen Harry Zimmerman was absent - excused. Alderman Ryan Vickers arrived at 7:06 P.M. City Clerk Karen Kaufhold and Attorney Andrew Hoerner were present.

PUBLIC PARTICIPATION 

None

CONSENT AGENDA 

Alderman Wagner moved to approve the August 15th City Council minutes. Seconded by Alderman LeFlore.

Roll call on the August 15th City Council minutes showed Aldermen LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, Wagner and Peck voting "Yea." Aldermen Vickers and Zimmerman were absent. Motion passed on 8 yeas and 2 absent.

COMMITTEE REPORTS

The Mayor announced that the Operations and Administration Committees will meet Wednesday, September 13th at 7:00 P.M.

COMMUNICATIONS FROM THE MAYOR 

The Mayor began by asking for a moment of silence for the mother of City employee, Truvetta Lee. Salute to the Arts and Wing Fest were both successful and well attended events. The City recognized Gil Klein, a longtime business owner in Fairview Heights on his 91st birthday. Mayor Kupsky mentioned a tribute held on September 6th for former Mayor George Lanxon held at the Police Department. A Fishing Rodeo will be held on Saturday, September 9th beginning at 9:00 A.M. at Moody Park. Mueller Furniture officially opened.

COMMUNICATIONS FROM ELECTED OFFICIALS 

Alderman Peck discussed the "Trekking for Trash" volunteer program. The next outing will be held on September 9th, meeting behind Walgreens at 8:00 A.M.

Alderman Poletti discussed reopening a dialogue regarding administrative adjudication.

Alderman Wagner commended the Police Department during a recent road rage incident.

NEW BUSINESS 

Proposed Ordinance No. 12-'23, an Ordinance amending Section 14-10-14 and Exhibit "A" attached thereto under Chapter 14 (Development Code) of the Revised Code of Ordinances of the City of Fairview Heights, Illinois, as amended, by replacing same with new regulations for external collection containers. Motion by Alderman Wagner. Seconded by Alderman Peck. Proposed Ordinance No. 12-'23 was read for the first time.

Proposed Resolution No. 40-'23, a Resolution authorizing the City of Fairview Heights to apply for a grant with the St. Clair County Parks Grant Commission for funding to purchase and install single shelters with concrete pads at Everett Moody Park. Motion by Alderman LeFlore. Seconded by Alderman Poletti.

Roll call on Proposed Resolution No. 40-'23 showed Aldermen Vickers, LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, Wagner and Peck voting "Yea." Zimmerman was absent. Resolution No. 40-'23 passes on 9 yeas and 1 absent. Proposed Resolution No. 40-'23 now becomes RESOLUTION NO. 4511-2023.

Proposed Resolution No. 41-'23, a Resolution in support of the City of Fairview Heights pending grant application. Motion by Alderman LeFlore. Seconded by Alderman Wagner.

Roll call on Proposed Resolution No. 41-'23 showed Aldermen Vickers, LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, Wagner and Peck voting "Yea." Alderman Zimmerman was absent. Resolution No. 41-'23 passes on 9 yeas and 1 absent. Proposed Resolution No. 41-'23 now becomes RESOLUTION NO. 4512-2023.

Proposed Resolution No. 42-23, a Resolution denying PC 08-23, an application for a Special Use Permit to allow the operation of a retail minimart and restaurant with gambling machines at 10246 Lincoln Trail located in the "PB" Planned Business District. Motion by Alderman Williams. Seconded by Alderman Brumfield.

Roll call on Proposed Resolution No. 42-'23 showed Aldermen LeFlore, Poletti, Williams, Menn, Frawley, Brumfield, Wagner and Peck voting "Yea." Alderman Vickers voted present. Alderman Zimmerman was absent. Resolution No. 42-'23 passes on 9 yeas and 1 absent.

Proposed Resolution No. 42-'23 now becomes RESOLUTION NO. 4513-2023.

Alderman Peck moved to adjourn. Seconded by Alderman Wagner. Motion carried.

Meeting adjourned at 7:13 p.m.
