City of Belleville Historic Preservation Commission met Oct. 17.

CALL TO ORDER 

Vice Chair Dominque called the meeting to order at 7:00 PM.

Emergency Procedures were given.

PUBLIC PARTICIPATION: No public participation.

DESIGN REVIEW REQUEST(S):

917 East Main Street: Daniel Barger, owner. Request to replace roof with architectural shingles and vinyl windows to match existing profiles.

Ms. McKenzie - Motion made to approve the DRR.

Ms. Weisenstein - Seconded.

Motion carried unanimously.

123-127 Mascoutah Avenue - Kathy Mordini, applicant. Request to install Flat Top Privacy Fence at front and back yard and install pergolas at side yard.

Mr. Heisler - Motioned to allow a privacy fence at back, although the front fence section may be placed 1/3 back from building front corner (rather than 1/2 back).

Mr. Dill - Seconded the motion.

Vice Chair Dominque asked for a voice vote: YES - Heisler, McKenzie, Weisenstein, Dominque, Dill. NO-Swantner. Motion carried 5-1.

Mr. Heisler motioned to allow installation of pergolas in the side yard.

Mr. Dill - Seconded the motion.

Vice Chair Dominque asked for a voice vote: YES - Heisler, McKenzie, Dominque, Dill. NO- Swantner, Weisenstein. Motion carried 4-2.

OFFICER'S REPORTS: 

Chair Report: None

Secretary's Report: Ms. McKenzie asked that the record show that she was excused, not absent, from the September 19, 2023 meeting.

Ms. Weisenstein motioned to accept the September 19, 2023 meeting minutes as amended. Mr. Dill - Seconded the motion.

Motion carried unanimously.

Treasurer's Report: 

Treasurer Mike Dill reported that $1,900 is currently available.

Staff Liaison Report: 

1) 107 East "D" Street Update:

Liaison Schauster reported that the RFP is available now. Mandatory walk-throughs are scheduled on October 18 and October 25, both at 10 AM. Proposals are due on November 21, 2023. There are a number of parties showing an interest in the project.

2) Design Review Manual/CLG Grant:

No additional information/still waiting.

3) 6th Street Park:

No further information. City is looking for grant opportunities.

4) HPC Facebook page:

We must start from scratch because the old page was tied to Ms. Pollock's Facebook page. Mr. Schauster will originate the new page and tie it to the Department.

NEW/OLD BUSINESS: 

1) Discussion and possible motion on amendments to Design Guidelines/Policies & Procedures Manual/Solar Panels: 

Tabled until next month.

2) DRR-410 Mascoutah Avenue: 

Tabled indefinitely until resolution on Item #1 above.

3) DRR-306 North Charles Street: 

Tabled until paperwork clarified.

4) Miscellaneous Discussion:

None.

Ms. Weisenstein - Seconded.

Motion carried unanimously.
