City of Jerseyville City Council met Oct. 30.

Here are the minutes provided by the council:

Mayor Kevin Stork called the regular session of the Jerseyville City Council to order Monday, October 30TH at City Hall beginning at 6:00 p.m.

ROLL CALL 

Present were Commissioners Anthony Steckel, Steve Pohlman, John Miles, and Mayor Stork. City Attorney William Strang was present. Comm. Zachary Crawford was absent. City Clerk Denise Hayes took minutes.

Comm. Pohlman led the opening prayer and pledge of allegiance was recited.

MINUTES 

A motion was made by Comm. Pohlman, seconded by Comm. Miles, to approve the minutes from the regular meeting held Tuesday, October 17, 2023. Roll call vote showed all voted aye, no nays, motion carried.

BILLS 

A motion was made by Comm. Steckel, seconded by Comm. Miles, to approve the bills as presented for October 30, 2023, in the amount of $747,762.41. Comm. Steckel noted significant increase was due to insurance payments and bills related to Susnig Complex project. Roll call vote showed all voted aye, no nays, motion carried.

NEW BUSINESS 

A. A motion was made by Comm. Pohlman, seconded by Comm. Steckel, to accept a letter of resignation from Amy Turman from the Police Pension Board effective immediately. The Council and Chief Blackorby expressed their appreciation for her 25 years of service. Roll call vote showed all voted aye, no nays, motion carried.

B. A motion was made by Comm. Miles, seconded by Comm. Pohlman, to approve the appointment of Paul Hardin to the Police Pension Board filling the unexpired term of Amy Turman. Roll call vote showed all voted aye, no nays, motion carried.

C. A motion was made by Comm. Steckel, seconded by Comm. Miles, to approve the Jersey County Arts Council to utilize City Center Plaza to display a Christmas tree. Director of Tourism Will Strang mentioned they will be using a portion of the grassy area near Germania. Roll call vote showed all voted aye, no nays, motion carried.

D. A motion was made by Comm. Pohlman, seconded by Comm. Steckel, to approve a recommendation of the Planning and Zoning Board of a petition submitted by Ron Medford to rezone 216 North State St., from B-1 to B-3 with special use for alcohol. Roll call vote showed all voted aye, no nays, motion carried.

E. A motion was made by Comm. Pohlman, seconded by Comm. Steckel, to approve a recommendation from the Planning and Zoning Board to approve a request of a five ft. variance by Ron Medford for a sign to be located at 216 North State St. Eldon and Jake Medford were present for questions. Roll call vote showed all voted aye, no nays, motion carried.

F. A motion was made by Comm. Steckel, seconded by Comm. Miles, to approve notice of award for bid for the 2023 tree trimming and removal. Director of Public Works, Bob Manns stated Peters Tree Service was the low bidder and that most of the forty-three trees in this year’s program are in the City parks and Oak Grove cemetery with a total cost of $48,075.00. Roll call vote showed all voted aye, no nays, motion carried.

OTHER BUSINESS: Mayor Stork mentioned trick or treating to be held Tuesday, October 31st from 5:00 to 9:00 p.m. He also announced Will Strang as the newly hired Director of Tourism and Economic Development.

PUBLIC COMMENT – None

ADJOURNMENT: Being no other business to be discussed, a motion was made by Comm. Pohlman, seconded by Comm. Miles, to adjourn the meeting at 6:11 p.m. Roll call vote showed all voted aye, no nays, motion carried.
