City of Fairview Heights Administration Committee met Nov. 15.

Here are the minutes provided by the committee:

Committee Members in attendance - Aldermen Frank Menn, Anthony LeFlore, Barbara Brumfield, Pat Peck, and Denise Williams 

Committee Members absent - 

Other Aldermen and Elected Officials in attendance Aldermen Josh Frawley (opened meeting - Mayor Kupsky out of town on business), Brenda Wagner, Harry Zimmerman, Ryan Vickers, and Karen Kaufhold

APPROVAL OF MINUTES 

Motion and a second were made by Alderman Pat Peck/Alderman Barb Brumfield to approve the October 11, 2023 and October 17, 2023 Administrative Committee (Finance continued) minutes. Roll call to approve the October 11, 2023 and October 17, 2023 Administrative Committee minutes showed Aldermen Menn, LeFlore, Brumfield, Peck, and Williams voting "Yea." Motion carried.

FINANCE

BILL LIST 

Motion and a second were made by Alderman Barb Brumfield/Alderman Frank Menn to forward the bill list to City Council for approval in the amount of $2,045,749.77. Roll call to forward the bill list in the amount of $2,045,749.77 to City Council showed Aldermen Menn, LeFlore, Brumfield, Peck, and Williams voting "Yea." Motion carried.

FINANCE - continued 

GENERAL OBLIGATION BONDS, SERIES 2017 

Motion and a second were made by Alderman Barbara Brumfield/Alderman Frank Menn to forward to City Council for approval the abatement of the taxes on the General Obligation Bonds, Series 2017 in the amount of $9,470,000.00. Roll call to forward the abatement of the taxes on the General Obligation Bonds, Series 2017 in the amount of $9,470,000.00. to City Council showed Aldermen Menn, LeFlore, Brumfield, Peck, and Williams voting "Yea." Motion carried.

Motion and a second were made by Alderman Barb Brumfield/Alderman Frank Menn to forward to City Council for approval of the abatement of the taxes on the General Obligation Bonds, Series 2018 in the amount of $7,925,000.00. Roll call to forward to City Council for approval of the abatement of the taxes on the General Obligation Bonds, Series 2018 in the amount of $7,925,000.00 showed Aldermen Menn, LeFlore, Brumfield, Peck, and Williams voting "Yea." Motion carried.

LIBRARY TAX LEVY 

Motion and a second were made by Alderman Barb Brumfield/Alderman Frank Menn to forward to City Council for approval the Ordinance to levy for the library in the amount of $818,407.00. Roll call to forward to City Council for approval the Ordinance to levy for the library in the amount of $818,407.00 showed Aldermen Menn, LeFlore, Brumfield, Peck, and Williams voting "Yea." Motion carried.

LIBRARY TAX ABATEMENT 

Motion and a second were made by Alderman Barbara Brumfield/Alderman Frank Menn to forward to City Council for approval to abate the library tax. Roll call to forward to City Council for approval to abate the library tax showed Aldermen Menn, LeFlore, Brumfield, Peck, and Williams voting "Yea." Motion carried.

BUSINESS ASSISTANCE PROJECT AMENDMENT 

Austin Craddock, the developer for the Starbucks project at 10860 Lincoln Trail stated due to unexpected higher interest rates and increases in costs they are asking for an additional $171,693.35 from the Lincoln Trail Tax Increment Financing District.

Questions and comments were discussed.

Motion and a second were made by Alderman Anthony LeFlore/Alderman Frank Menn to forward to City Council for approval to increase the amount by $171,693.35 making the new total request $226,693.35. Roll call to forward to City Council for approval to increase the amount by $171,693.35 making the new total request $226,693.35. showed Aldermen Menn, LeFlore, Brumfield, Peck, and Williams voting "Yea." Motion carried.
