(a) Members of the public may address the City Council in accordance with Section 2.06(g)  of the Illinois Open Meetings Act (5 ILCS 120/2.06(g);

(b) Public comments are limited to three (3) minutes per speaker;

(c) The subject of public comments shall be reasonably related to matters(s) identified on the meeting agenda and/or other city business;

(d) Repetitive public comments should be avoided, to the extent practical, through adoption of prior public comment (e.g. agreeing with prior speaker);

(e) The following conduct is prohibited during public participation:

 • Acting or appearing in a lewd or disgraceful manner;

 • Using disparaging, obscene or insulting language;

 • Personal attacks impugning character and/or integrity;

 • Intimidation;

 • Disorderly conduct as defined in Section 130.02 of this revised code of ordinances.

(f) Any speaker who engages in such prohibited conduct during public participation shall be called to order by the chair or ruling by the chair if a point of order is made by a sitting alderman.

1. Highland Area Street Improvements

Motion to approve Gleeson Asphalt, Inc. in the amount of $568,698.40 for the resurfacing of Highland St. Work consist of removing existing pavement, various removal and replacement of concrete curb and gutter, ADA Sidewalk Construction, placing a hot-mix asphalt binder course and hot-mix asphalt surface course, placement of subbase granular material and aggregate base course, pulverizing existing oil and chip, placing a bituminous surface treatment and all other collateral work required to complete the work shown in the plans. (ARPA Funds)

2. Bicentennial Dredging Project

Motion to approve Baxmeyer Construction, Inc. for the dredging of two lakes at Bicentennial Park, 4811 Belleville Crossing St., in the amount of $564,548.20. (TIF 16 Funds)

3. MFT 2024-2025 Materials Program

Motion to approve 2024-2025 MFT/TIF lowest responsive bidder, Christ Bro’s Products, LLC in the amount of $231,500.00 to furnish and deliver Cold Patch.

4. Highland Area Street Improvements

Motion to approve Oates Associates in the amount of $82,900.00 for Construction Inspection of Highland Area Street Improvements. (ARPA Funds)

5. Bicentennial Dredging Project Management Services

Motion to approve Gonzales Companies, LLC for additional design services and construction management for the Bicentennial Park dredging project in the amount of $36,830.00. (TIF 16 Funds)

6. Request for Vacating a section of alley behind 725 E. Garfield St.

Motion to vacate a 20’ x 46.5’ section of the alley behind 725 E. Garfield. Resident agrees to grant access easement to the owner of 801 E. Garfield St.
