City of Edwardsville City Council met June 4

Here are the minutes provided by the council:

The regularly scheduled meeting of the Edwardsville City Council took place at 7:00 p.m. at Edwardsville City Hall, located at 118 Hillsboro Avenue in Edwardsville, Illinois, with Mayor Risavy presiding. 

The Pledge of Allegiance recited by all present. 

Council members Farrar, Patton, Miracle, Morrison, Krause and Warren answered present on roll call. Alderman Grant was absent-excused. 

Mayor Risavy welcomed everyone in attendance and those viewing on Facebook Live to the meeting. 

Special Recognition/Proclamations/Oaths 

Mayor Risavy announced the Excellence in Edwardsville recognition of Kristen Fries. Kristen Fries is the Executive Director of the Edwardsville Children's Museum (ECM). Cathy Hensley, Communications Coordinator came forward to read a nomination and background information on Ms. Fries. The museum exhibits and ground are fantastic. Ms. Fires is a tireless ambassador for the ECM. Mayor Risavy invited Ms. Fries to come forward to receive the award. She truly embodies Excellence in Edwardsville. 

Mayor Risavy opened the Public Comment portion of the meeting. No public comments were received. 

Petitions and Communications 

None 

Consent Agenda 

Mayor Risavy read Consent Agenda items as follows: 

Approval of minutes of Council Meeting on May 21, 2024 

Motion by Morrison, seconded by Patton to approve the Consent Agenda presented. 

Roll Call on Consent Agenda: Six Ayes with Aldermen Farrar, Patton, Miracle, Morrison, Krause and Warren voting aye. Motion carried. 

Legislative & Executive 

Motion by Farrar, second by Miracle to approve the appointment of Eric Crist to the Tourism Advisory Committee with a term ending April 2027. 

Roll Call: Six Ayes with Aldermen Farrar, Patton, Miracle, Morrison, Krause and Warren voting aye. Motion carried. 

Legal & Judicial 

None 

City Clerk None 

Finance Committee 

Motion by Krause, second by Miracle to approve the Claims - The amount - Regular $1,626,840.90. 

Roll Call: Six Ayes with Aldermen Farrar, Patton, Miracle, Morrison, Krause and Warren voting aye. Motion carried. 

Finance Committee will meet on Thursday, June 13, 2024 at 4:00 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025. 

Public Services Committee 

Minutes of the Public Services Committee meeting on May 14, 2024 presented for information and file. 

Motion by Warren, second by Morrison for Approval of a Resolution Granting Change Order Authority to the Director of Public Works and City Engineer. 

Alderwoman Warren commented this authorizes approval and is limited to $10,000 and/or not-to-exceed ten percent of the project. 

Roll Call: Six Ayes with Aldermen Farrar, Patton, Miracle, Morrison, Krause and Warren voting aye. Motion carried. 

Motion by Warren, second by Farrar for Approval of a Resolution Granting Signature Authority to Director of Public Works and City Engineer for Illinois Environmental Protection Agency Permit Applications. 

Alderwoman Warren commented the IEPA requires authorized members of the city staff to sign all construction and operating permits. 

Roll Call: Six Ayes with Aldermen Farrar, Patton, Miracle, Morrison, Krause and Warren voting aye. Motion carried. 

Motion by Warren, second by Morrison for approval of a Sole Source Resolution Authorizing the Purchase and Installation of One (1) Autovu Sharpy Camera Kit. 

Alderwoman Warren commented the EPD applied for and received a grant for the camera. The grant covers the cost. 

Roll Call: Six Ayes with Aldermen Farrar, Patton, Miracle, Morrison, Krause and Warren voting aye. Motion carried. 

Motion by Warren, second by Morrison for approval of a Resolution Authorizing the Police Department to Apply for the Less Lethal Alternative for Law Enforcement Grant. 

Alderwoman Warren commented this would allow the EPD to apply for the grant. The intent is to train police officers in less lethal enforcement. 

Roll Call: Six Ayes with Aldermen Farrar, Patton, Miracle, Morrison, Krause and Warren voting aye. Motion carried. 

Public Services Committee will meet on Tuesday, June 11, 2024 at 4:30 p.m. in City Hall. 

Administrative & Community Services Committee 

Administrative Services Committee will meet on Thursday, April 11, 2024 at 5:00 p.m. in City Hall 

Old Business 

Mayor Risavy recognized Chief Fillback for an award received at the NAACP banquet for his efforts in increasing diversity. 

New Business 

The Route 66 Festival is this weekend! 

Cathy Hensley reminded everyone about the 1-year anniversary of the West End Station. 

Alderwoman Miracle announced the EHS Women's Soccer Team finished fourth in the state! 

Closed Session 

None 

Action Taken on Executive Session Items 

None. 

There being no further action required, Council adjourned at 7:14 p.m. with a motion by Miracle.
