D. Public Participation

(a) Members of the public may address the City council in accordance with Section 2.06(g) of the Illinois Open Meetings Act (5 ILCS 120/2.06(g).

(b) Public comments are limited to three (3) minutes per speaker.

(c) The subject of public comments shall be reasonably related to matter(s) identified on the meeting agenda and/or other City business.

(d) Repetitive public comments should be avoided, to the extent practical, through adoption of prior public comments (ex. agreeing with a prior speaker).

(e) The following conduct is prohibited during public participation:

٠ acting or appearing in a lewd or disgraceful manner;

٠ using disparaging, obscene or insulting language;

٠ personal attacks impugning character and/or integrity;

٠ intimidation;

٠ disorderly conduct as defined in Section 30-1-2 of this Revised Code of Ordinances;

(f) Any speaker who engages in such prohibited conduct during public participation shall be called to order by the chair or ruling by the chair if a point of order is made by a sitting Alderman.

2. Motion to Approve Request for Removal of Traffic Signals and Control Cabinets at N. 3rd & W. A. Intersection and S. 3rd & W. Washington Intersection

F. New Business:

1. Motion to Approve Request for Changing the Name of Committee to Traffic & Parking Committee

2. Motion to approve request to remove School Speed Zones from the 100 block of W Harrison, the 100 block of W Lincoln, and the 200 block of S 1st St.

3. Motion to approve request to remove No Parking from the 100 block of W Harrison, north side; 200 block of S 2nd St, east side; and the 100 block of W Lincoln, south side.

4. Motion to approve request for yield signage on E Grant at Wabash

5. Motion to approve request for yield signage on E Adams at Wabash

6. Motion to approve request for removal of two handicap parking spaces in the 400 block of S 13th, east side

7. Motion to approve request for the removal of no parking in the 400 block of S 13th St, west side

8. Motion to approve request for two handicap parking spaces on Union Ave, south side, from a point 112’ to a point 152’ from the intersection of S 13th St
