City of Belleville Historic Preservation Commission met Sept. 18

CALL TO ORDER 

Ms. Dixon called the meeting to order at 7:02PM. 

Emergency Procedures were given. Introductions were given. 

PUBLIC PARTICIPATION 

Donna McKelvey inquired about the ownership status of 107 E. D Street. Ownership transfer has been delayed due to an insurance situation. 

DESIGN REVIEW REQUESTS 

616 East Garfield Street: The applicant, Sarah Brewer, is requesting approval to install a gutter and downspout. 

Motion to approve: Chet Breitwieser

Unanimous approval

501 Mascoutah Avenue: The applicant, Phoebe Ott, is requesting approval to replace the roof and substitute copper ridge caps with shingled roof caps. 

Motion to approve: Tristen Gary

209 East C Street: The applicant, St. Luke Roman Catholic Church, is requesting approval to replace the roof with stone-coated steel metal. The change in roof material is due to substantial cost of asbestos abatement.

200 North Jackson Street: The applicant, Christone Enterprises, is requesting approval of tuckpointing brick wall with chimney.

OFFICER'S REPORT 

Chairman's report: none 

Secretary's report: 

Motion to approve with spelling correction for "Chirstina Schmittling” in ATTENDANCE section: Chet Breitwieser 

Second: Mike Dill

Treasurer's report: Treasurer Tristen Gary reported that $3,900 is the current account balance. $1,900 has been pledged towards the design guideline update costs. 

STAFF LIAISON REPORT 

Design Guidelines Manual Update: Meetings with Farnsworth Group will begin September 23-24, 2024. Eric will contact members to setup times to meet. 

HPC Membership Update: Sean McElligott appointed by Mayor Patty Gegory at Belleville City Council meeting on September 16, 2024. Sean is completing the term of Linda Weisenstein who stepped down from the HPC for personal reasons. Following Sean's appointment, one seat remains available on the Commission. 

6th Street Heritage Park: No update 

HPC Facebook Page: Eric will work with new Marketing Director to establish new Facebook Page. Tristen Gary offered to support management of new page. Chet Breitwieser recommended Commission consider utilizing budget to contract page management or content creation.

Miscellaneous Discussion: 

400 South Jackson Street is being purchased by the City of Belleville for the RFQ rehab program.
