City of O'Fallon Public Works Committee met Oct 28

1. Opening

CALL TO ORDER: 6:32 p.m.

Item 1.1 ROLL CALL

Members Present: Ross Rosenberg, Dennis Muyleart, Todd Roach, Roy Carney, Eric Van Hook, Aaron Hudson

Item 1.2 Approval of Minutes – August 26, 2024.

Motion by Roy Carney, second by Dennis Muyleart to approve the minutes. All Ayes. Motion carried.

2. Items Requiring Council Action

Item 2.1 Resolution authorizing the Mayor to execute an agreement with CBB Transportation for the State Street and Lincoln Avenue Traffic Study in an amount not to exceed $58,800.00.

The City has identified streetscape improvement projects along State Street and Lincoln Avenue within the current Capital Improvement Plan. Prior to designing and building these improvements, this traffic study will analyze both of these corridors to determine the best design to accommodate existing and future traffic. The study limits for State St. will be from Obenuefemann Road to Seven Hills Road and the study limits for Lincoln Ave. will be from Wesley Drive to Highway 50. The study will also further analysis the roundabout recommendation for the intersection of Lincoln Avenue and Highway 50 that was proposed as part of the Forward 50 Great Streets Plan.

Item 2.2 Resolution authorizing the Mayor to execute an agreement for design engineering services with Gonzalez Companies, LLC., for the Northern Dancer Lift Station Improvements Project in the amount of $123,800.00.

The existing Northern Dancer Lift Station wet well is small and requires a large number of pump starts daily in order to operate. The lift station is also confined to a very small area within a utility easement on the property located at 617 Aladar Drive. This redesign will utilize the stub street west of the current lift station to provide a larger area to construct a new lift station. In addition, this agreement will also analysis the existing gravity sewer downstream of this lift station to determine if adjustments could be made to the lift station discharge point that could improve the overall function of the City's sanitary sewer system.

Motion by Todd Roach, second by Eric Van Hook.

A total of 15 Public Works projects have been added to the plan. A list of these projects is below.

4. Deer Creek Subdivision Drainage Improvements

5. Elisabeth Drive Drainage Study

6. West State Street and Obernuefemann Road Resurfacing

8. Sanitary Sewer Model

9. WWTP Streambank Stabilization

10. WWTP Electric Sub Station Replacement

11. Lift Station Control Panel Replacement Program

12. Terminal Lift Station Pump Replacement

13. Pierce Boulevard Traffic Calming

14. North Trunk Main Replacement Phase 1

15. North Trunk Main Replacement Phase 2

Staff presented the 15 projects and provided a brief description of each project along with projected costs and the fiscal years they are expected to completed in. During the presentation staff answered questions regarding the projects from the committee, city council, and residents.

4. Public Comments

Dave Pfeifer spoke for 55 seconds.

Vern Malare spoke for 2 minutes and 54 seconds.
